1. Consent Agenda The following routine items will be approved by a single motion unless a council member requests separate discussion:
- Item 6A & 6B: Approve reports from Inframark regarding Wastewater and Water Treatment Plant Operations.
- Item 11D: Approve minutes from the December 19, 2022 regular monthly meeting.
- Item 11E: Approve the financial statement for December and quarterly transfers.
- Item 11F: Approve payment of bills for January.

3. Consideration of Any Motion(s) to Amend Agenda
- Opportunity to add items to the agenda.

- Item 4A: Report on Police Department activities.

- Item 6A: Accept and approve the written report from Inframark on Wastewater Treatment Plant Operations.
- Item 6B: Accept and approve the written report from Inframark on Water Treatment Plant Operations.

9. Administration Committee
- Item 9A: Consider an amendment to the Manager’s Agreement regarding residency. The current agreement requires the manager to live within a 25-mile radius within one year of employment. Due to housing market conditions, the manager requested and received a one-year extension last January but has still been unable to comply. The manager is now requesting another extension.
- Recommended Action: Dependent on discussion in Executive Session.
10. Diversity Committee
- No specific items listed; committee report expected.
11. General Business
- Item 11A: Dog Park Project
- The Rotary has secured $245,000 for construction at 962 Rowena Drive.
- Specifications are complete; the project will go out for bid this month with awards expected next month.
- The Rotary will transfer funds to the Borough, which will oversee the project and handle reimbursement paperwork.
- Recommended Action: Place the Dog Park Project out for bid.
- Item 11B: Borough’s Contribution to Dog Park Project
- The Borough must install necessary drainage prior to construction.
- Estimated cost for pipe installation (labor in-house) is $37,900.
- Recommended Action: Approve an expenditure of $37,900 from the borough’s capital budget for drainage.
- Item 11C: Dog Control
- The Cambria County Humane Society requested an agreement for dog control services.
- Historically, a part-time police officer served as Dog Control Officer; recently, complaints were handled directly by the Police Department.
- Staff notes that only a handful of dog-related complaints occur annually and does not feel a need to appoint an officer or enter into a third-party agreement at this time.
- Recommended Action: Dependent on discussion.
- Item 11D: Approve minutes of the December 19, 2022 regular meeting.
- Item 11E: Approve the December 2022 financial statement.
- Item 11F: Bills
- A list of bills totaling $607,140. 22 for January 2023 is submitted for approval.
- Recommended Action: Approve payment of the bills as submitted.
12. Department Reports
- Item 12A: Police Department – Written report from Chief Wyland.
- Item 12B: Public Works Department – Written report from Director Josh Surkovich.
- Item 12C: Community Development – Written report from Director Dana Koss.
- Item 12D: Recreation Department – Written report from Director Dirk Johnson.
- Item 12E: Codes Enforcement – Monthly report forwarded to Council.
- Item 12F: Ebensburg Municipal Authority – Minutes from the last municipal authority meeting included in the packet.
- Item 12G: Ebensburg Planning Commission – Report expected.
- Item 12H: Ebensburg Zoning Board – 1st Summit applied for and received approval of a Special Exception before the Zoning Hearing Board.
