- Item 6A: Report from Inframark on Wastewater Treatment Plant Operations.
- Recommended Action: Accept and approve report.

7. Recreation Committee (Jacoby, Kuhar & Miller)
- Item 7A: Agreement with TranSystems.
- The Borough is exploring dredging Lake Rowena and met with the Bureau of Abandoned Mine Reclamation regarding grant opportunities.
- Recommended Action: Approve the Agreement for TranSystems in an amount not to exceed $2,200 to prepare and submit applications for grant funding.
8. Streets Committee (Ball, Houser & Murphy)
- Item 8A: Rectangular Rapid Flashing Beacon (RRFB).
- The Pennsylvania Department of Transportation submitted a plan and estimate ($52,747. 50) for an RRFB at Julian and High Street.
- Staff applied for a grant; the outcome will not be known until March. Bidding now could jeopardize funding.
- Recommended Action: None at this time (wait until spring to bid).
- Item 8B: Municipal Parking Lot.
- A lease extension was signed in July 2023 with Sara Williamson. The property is now owned by Jack and Timothy Williamson, requiring an assignment of the existing lease.
- Recommended Action: Approve the assignment of the existing lease for the Municipal Parking lot at a rate of $1,300 per month.

11. General Business
- Item 11A: Ebensburg Municipal Airport.
- Awaiting a final report from the structural engineer regarding permanent hangar repairs to resolve corrosion.
- The Borough signed a one-year lease extension with RACRA prior to the end of 2023, which allows for an additional one-year extension if both parties agree.
- Recommended Action: None at this time.
- Item 11B: Natural Gas Contract.
- The current contract with Peoples’s Natural Gas expired at the end of 2023.
- Competitive pricing was sought through APPI Energy (a joint municipal purchasing program). APPI recommends a 12-60 month contract with the best available price as of January 23, 2024.
- Recommended Action: Award a contract to the supplier with the best available price as of 1-23-2024.
- Item 11C: Garbage Ordinance.
- A draft ordinance is submitted to amend the previous one by allowing for a larger garbage receptacle, requiring lids for all receptacles, and setting a maximum time (24 hours) prior to pick-up day that garbage can be taken to the curb.
- Recommended Action: Pursuant upon discussion.
- Item 11D: Correspondence from Dauntless Fire Company regarding activities planned for 2024.
- Recommended Action: No action required.
- Item 11E: Liquid Fuels Audit for 2021 and 2022 from PA Auditor General.
- There were no deficiencies or findings.
- Recommended Action: No action required.
- Item 11F: Minutes of Previous Meeting(s).
- The minutes of the December 18, 2023 regular meeting and January 2, 2024 reorganization meeting are presented for Council review and approval.
- Recommended Action: Approve the minutes of the previous meetings.
- Item 11G: Financial Statement.
- The financial statement for December 2023 and quarterly transfers are presented for approval.
- Recommended Action: Approve the December 2023 financial statement and quarterly transfers.
- Item 11H: Bills.
- A list of bills totaling $735,989. 44 for January 2024 is submitted for approval.
- Recommended Action: Approve payment of the bills as submitted.
