1. Consent Agenda The following routine items will be approved by a single motion unless a council member requests separate discussion:
- Minutes: Approval of the December 20, 2021 regular meeting and the January 3, 2022 reorganization meeting minutes.
- Financials: Approval of the financial statement and quarterly transfers.
- Bills: Approval of bill payments totaling $463,740. 44.

7. Recreation Committee
- Item 7A: Update on the Skatepark Project. The project proposed by a resident has been put on hold, and donors will be offered refunds.
8. Street Committee
- Item 8A: Ordinance #662. This ordinance amends the Tree Ordinance (#591) to allow the "Approved Street Tree Planting List" and "Prohibited Trees" list to be changed by Council resolution rather than requiring a full ordinance amendment each time.
9. Administration Committee
- Item 9C: Memorandum of Agreement regarding a grievance filed against the Borough for not utilizing two employees during PotatoFest.
- Item 9C: Amendment to the Manager’s Agreement regarding residency. The manager is requesting a one-year extension to meet the requirement of living within a 25-mile radius due to current housing market conditions.
10. Diversity Committee
- Members: Councilors Kuhar & Houser.
11. General Business
- Item 11A: Minutes of Previous Meeting(s).
- Item 11B: Financial Statement for December 2021.
- Item 11C: Bills totaling $463,740. 44.
- Item 11F: Ordinance #660. Adoption of a Guaranty Agreement for a PENNVEST loan.
- Project: High Street Waterline replacement.
- Funding: $1,265,610 grant and $805,765 loan.
- Terms: 20-year loan with 1% interest for the first five years, then 1. 743% thereafter.
- Item 11G: Ordinance #661. Compliance with Unit Debt Act for sidewalk projects.
- Context: A $1 million line of credit was secured for 2020/2021 sidewalk projects. The remaining principal is $550,000.
- Action: Staff recommends a 5-year loan from First National Bank at a fixed rate of 2. 39% to pay off the remaining line of credit.
- Other Rates Received: First Commonwealth Bank (2. 75%) and S & T Bank (3. 24%).
