  • Public Comments: Members of the public are invited to comment on any agenda item.

1. Consent Agenda The following routine items will be approved by a single motion unless a council member requests separate discussion:

  • Item 6A & 6B: Approve reports from Inframark for Wastewater and Water Treatment Plant Operations.
  • Item 11D: Correspondence from the Dauntless Fire Company.
  • Item 11E: Approve minutes from the December 15, 2025 regular meeting and the January 5, 2026 Reorganization Meeting.
  • Item 11F: Approve the financial statement and 4th quarter fund transfers for December.
  • Item 11G: Approve payment of bills for January.

  • Item 4A: Report on Police Department.

  • Item 6A: Accept and approve the Inframark report on Wastewater Treatment Plant Operations.
  • Item 6B: Accept and approve the Inframark report on Water Treatment Plant Operations.

7. Recreation Committee (Houser, Jacoby & Kuhar)

8. Streets Committee (Ball, Houser & Murphy)

  • Item 8A: Parking Enforcement: Staff will continue to evaluate options for parking management and enforcement. No action is required at this time.

9. Administration Committee (Houser, Jacoby & Kuhar)

  • Item 9A: Manager Selection Process: The Borough received thirteen applications for the Borough Manager position. After reviews and interviews, no unanimous consensus was reached, so the position will be readvertised. The goal is to select a candidate by March 1, with a start date in late March.

10. Human Relations & Diversity Committee (Jacoby, Kuhar & Stevens)

11. General Business

  • Item 11A: Codification of Ordinances: General Code is conducting an editorial and legal analysis of the Borough's ordinances. No action required.
  • Item 11B: Police Cruiser and Equipment: Council is asked to approve the purchase of a 2025 Ford Interceptor for $44,000 and associated equipment/installation from West Penn Vehicle Specialists for $20,879. 50, totaling $64,879. 50. This is included in the 2026 budget.
  • Item 11C: Local Shares Grant: Council is asked to approve a grant of $42,000 for the restoration of McDonald’s Field and First Energy Fields. Bids will be advertised with an anticipated award in March.
  • Item 11D: Dauntless Fire Company Correspondence: Includes the company's 2023 and 2024 audit and plans for 2026. No action required.
  • Item 11E: Minutes of Previous Meeting: Presented for approval.
  • Item 11F: Financial Statement: The December 2025 financial statement and quarterly transfers are presented for approval.
  • Item 11G: Bills: A list of bills totaling $620,220. 79 for January 2026 is submitted for approval.

12. Department Reports

  • Item 12A: Police Department report from Chief Loughran.
  • Item 12B: Public Works Department report from Director Jerry Poruban.
  • Item 12C: Community Development report from Director Danea Koss.
  • Item 12D: Recreation Department report from Director Rebecca Williamson.
  • Item 12E: Building Permit Enforcement: A monthly report was forwarded to Council.
  • Item 12F: Ebensburg Municipal Authority: Minutes from the last meeting are included in the packet.
  • Item 12G: Planning Commission: No activity.
  • Item 12H: Ebensburg Zoning Hearing Board: No activity.
  • Item 12I: Code Enforcement: Two violations were issued in December for miscellaneous garbage on a porch and in a yard.

  • Representatives of the media are invited to comment and ask questions on any issues.
