Key Agenda Items & Decisions
1. Consent Agenda The following routine items are recommended for approval by a single motion:
- Approval of minutes from the December 16, 2019 regular meeting and the January 6, 2020 reorganization meeting.
- Approval of the December 2019 financial statement and quarterly transfers.
- Approval of bills totaling $463,923. 59.
- Appointment of Jessica Murphy to complete an unexpired term on the Main Street Partnership (term expires 2021).
2. Appointments to Address Council
- Proposed Dog Park: Jim White and Phil Sutton (Ebensburg Rotary Club) will present plans for a dog park on borough-owned property near the east end playground.
3. Mayor’s Report
- Police Department: Chief Wyland will provide a verbal report on department activities.
4. Committee Appointments The President has assigned council members to the following committees:
- Water/Wastewater/Stormwater: Councilors Ball & Kuhar
- Recreation: Councilors Jacoby, May & Owatt
- Streets: Councilors Ball, Houser & Owatt
- Administration: Councilors Houser, Jacoby & Kuhar
- Sustainability (Ad-hoc): Councilor May, Mayor Datsko, and Community Development Director Danea Koss.
5. Water, Wastewater & Stormwater Committee
- Treatment Plant Operations: Plant Supervisor Mike Montgomery will provide a verbal report on projects and the transition to operating the water plant effective February 1st.
- Sewer Lateral Progress: Staff will review a report on customer compliance with sewage regulations and lateral replacement.
6. Recreation Committee
- No specific items listed for discussion at this time.
7. Street Committee
- 2020 Sidewalk Project: Due to the cancellation of a gas line replacement project, plans have been developed for curb and sidewalk installation in two phases.
- Phase 1 (Northeast Quadrant): Estimated cost $1,375,000.
- Phase 2 (Northwest Quadrant): Estimated cost $490,300.
- Funding: A 2-year bridge loan of $1 million is proposed. Construction is scheduled to begin June 1st, with bids advertised in early March.
- 2020 Street Resurfacing: Bids will be sought for resurfacing streets in the northeast quadrant in August, with work occurring in October. Estimated cost is $465,000.
8. Administration Committee
- Public Works Wage Adjustment: The committee discussed wage concerns affecting employee recruitment and retention. An executive session will be held to discuss this matter further due to its impact on the current AFSCME labor agreement.
- Public Works Hires:
- Two applicants were hired as Public Works Laborer I at a rate of $16. 66/hour, effective February 10, 2020.
- Tim Myers was hired as a temporary part-time public works employee at a rate of $13. 00/hour, effective January 27, 2020.
9. General Business
- Airport Runway Rehabilitation Project: The engineering agreement with L. R. Kimball for design work is recommended for approval.
- Total Project Cost: $450,000 (Bureau of Aviation funding $440,000).
- Timeline: Bidding in spring, construction in late summer.
- Dump Truck Replacement: Approval is sought to purchase a 2020 Ford dump truck from Walsh Equipment of Ebensburg for $89,054. The 2008 truck will be advertised for sale.
- Property Appraisal: Approval is sought for a contract with Industrial Appraisal to update property inventory and insurable values.
- Cost: $9,950 (included in the 2020 capital budget).

- Public Works Department: Director Jeff Evans
- Community Development: Director Danea Koss
- Recreation Department: Director Dirk Johnson
- Codes Enforcement: Monthly report forwarded to Council.
- Ebensburg Municipal Authority: Minutes from the last meeting included in the packet.
- Planning Commission & Zoning Board: No activity reported.
11. Media Comments/Questions Representatives of the media are invited to comment and ask questions on any issues.
12. Public Comments Members of the public are invited to comment on any issues, whether or not they appear on the agenda.
13. Executive Session The Council will convene in executive session to discuss a payroll issue. A decision is likely upon reconvening, though it may not be considered a matter of public importance.
