1. Consent Agenda The following routine items will be approved by a single motion unless a council member requests separate discussion:
- Item 8C: Approve unpaid medical leave for Scott Stoltz from January 26, 2019, through April 30, 2019.
- Item 9A: Approve the minutes of the December 17, 2018 regular monthly meeting.
- Item 9B: Approve the financial statement and quarterly transfers.
- Item 9C: Approve payment of bills.

- Item 5A: Verbal report from Plant Supervisor Mark Wirfel on wastewater plant operations.
- Item 5B: Wastewater Project update (34% complete).
- Item 5C: Stormwater Project on East Ogle Street and South Julian Street.
- Scope: Replacement of catch basins and installation of approximately 1,270 feet of 15-inch pipe.
- Cost: $85,000 (paid from stormwater reserve).
- Schedule: Bid opening March 4, 2019; Project completion June 30, 2019.
- Action: Approve advertising for bids.
6. Recreation Committee (Barber, Jacoby & May)
7. Street Committee (Cobaugh & Houser)
- Item 7A: Peoples Gas Project
- Replacement of gas mains and service lines south of High Street.
- Work begins in February; areas around upcoming sidewalk projects will be completed first.
- Peopels Gas will reimburse the borough for milling and paving costs.
- Item 7B: Sidewalks & Curbs
- Scope: Projects on South Caroline Street, South Marian Street, and West Triumph Street.
- Cost: $375,000 (paid from sidewalk reserve and property owner assessments).
- Schedule: Bid opening March 4, 2019; Project completion August 1, 2019.
- Action: Approve advertising for bids.
- Item 7C: Street Paving
- Resurfacing of primary streets (Lloyd, Ogle, Triumph, Lovell, West, Marian, Julian, Caroline, Reddinger) and secondary streets.
- Timeline: Bids advertised in June; completion expected September 2019.
- Item 7D: Prave Street / Cherry Street
- Proposed Ordinances #647 and #648 to correct the legal descriptions of Prave Street and South Cherry Street.
- Action: Grant tentative approval to both ordinances for public inspection.
8. Administration Committee (Barber, Jacoby & Kuhar)
- Item 8A: AFSCME Labor Agreement
- Tentative agreement reached for a 4-year term (2019–2022).
- Key Terms:
- Wage increases of 3%, 2. 5%, 2. 5%, and 2. 5% over four years.
- Water Operator wage increase of $1. 50/hr.
- Uniform allowance increased to $500.
- Dental coverage increased to $400.
- Action: Approve the Collective Bargaining Agreement.
- Item 8B: 2019 Salary Resolution
- Adopt Resolution #2019-01 to establish AFSCME wages for 2019.
- Item 8C: Medical Leave of Absence
- Approve unpaid medical leave for Officer Scott Stoltz (Jan 26 – Apr 30, 2019).
- Item 8D: Public Works Position
- Create a full-time Laborer II position requiring water plant operator certification.
9. General Business
- Item 9A: Approve minutes of the previous meeting.
- Item 9B: Approve December 2018 financial statement and quarterly transfers.
- Item 9C: Bills
- Approve payment of bills totaling $365,257. 12.
- Item 9D: Middle School Field Zoning
- Deny the request from Central Commons to rezone a portion of the former middle school field, following the Planning Commission's recommendation.

- Public Works: Director Jeff Evans
- Community Development: Director Danea Koss
- Recreation: Director Dirk Johnson
- Codes Enforcement: Monthly report forwarded to Council.
- Ebensburg Municipal Authority: Minutes included in packet.
- Ebensburg Planning Commission: Results from 1/3/2019 meeting.
- Ebensburg Zoning Board: No activity.
11. Media Comments/Questions Representatives of the media are invited to comment and ask questions on any issues.
