Ebensburg Borough Council Meeting Agenda

Borough Council Members

Key Agenda Items & Reports

Consent Agenda (Routine Items) The following items are considered routine and will be acted upon by a single motion unless a council member requests separate discussion:

  • Item 6A & 6B: Approve reports from Inframark regarding Wastewater and Water Treatment Plant Operations.
  • Item 11D: Approve minutes from the September 26, 2022 meeting.
  • Item 11E: Approve the financial statement for September.
  • Item 11F: Approve payment of bills for October.

Water, Wastewater & Stormwater Committee (Ball, Kuhar & Miller)

  • Item 6A & 6B: Accept and approve written reports from Inframark on plant operations.
  • Item 6C: High Street Water Line Replacement Project
    • Work began June 20, 2022. Substantial completion was reached by September 29, 2022.
    • Final completion is estimated for November 28, 2022.
    • W. A. Petrakis has completed the connection of water service lateral lines; final paving will commence soon.

Recreation Committee (Jacoby, Miller & Owatt)

  • Item 7A: Dog Park
    • A meeting occurred on September 28, 2022, between the Rotary and Recreation Committee regarding construction administration.
    • The Borough will receive all funds from the Rotary prior to the bid award and is responsible for grant compliance.
  • Item 7B: Pier at Lake Rowena
    • The current pier has reached the end of its functional life and needs rebuilding.
    • Total cost is approximately $35,000; the Main Street Partnership will contribute ~$15,000.
    • Funds will be included in the 2023 Budget.

Street Committee (Ball, Houser & Owatt)

  • Item 8A: 2022 Street Paving Project
    • The project was awarded to Grannas Brothers for $269,988. 29.
    • Work was completed on October 5, 2022.

Administration Committee (Houser, Jacoby & Kuhar)

  • Item 9A: AFSCME Contract
    • Negotiations with the American Federation of State, County and Municipal Employees are nearing completion.
    • The current contract expires December 31, 2022. A discussion will occur in an executive session.
  • Item 9B: 2022 Budget Preparation
    • Preliminary budget numbers are being prepared. A tentative budget will be reviewed in November, with final adoption expected in December.
  • Item 9C: Public Works Hire
    • Jason Bacho was hired for the vacant full-time public works position.

General Business

  • Item 11A: Ordinance #664 (Revised Fireworks Law)
    • Establishes procedures for consumer fireworks permits.
    • Key Restrictions:
      • No one under 18 may purchase, possess, or use consumer fireworks.
      • Prohibited on private/public property (streets, parks, etc. ) without owner permission.
      • Cannot be used from a vehicle or building.
      • Cannot be directed at another person.
      • Cannot be used by anyone under the influence of alcohol or drugs.
      • Must be kept 150 feet away from buildings or vehicles.
  • Item 11B: Approve minutes of the September 26, 2022 meeting.
  • Item 11C: Approve the August 2022 financial statement.
  • Item 11D: Approve payment of bills totaling $414,300. 82 for October 2022.

  • Police (Item 12A): Written report submitted by Chief Wyland.
  • Public Works (Item 12B): Written report submitted by Director Josh Surkovich.
  • Community Development (Item 12C): Written report submitted by Director Danea Koss.
  • Recreation (Item 12D): Written report submitted by Director Dirk Johnson.
  • Codes Enforcement (Item 12E): Monthly report forwarded to Council.
  • Municipal Authority (Item 12F): Minutes from the last meeting included in the packet.
  • Planning Commission (Item 12G) & Zoning Board (Item 12H): No activity reported.

Other Meetings

  • Executive Session (Item 15): Council will meet to discuss the Collective Bargaining Agreement and other personnel issues.
