  • Item 9C: Record the part-time hiring of Emma Dumm and Ian McGrorey at the YPCC and Tennis Center for $8. 50/hour.
  • Item 11A: Approve minutes from the September 27, 2021 regular meeting.
  • Item 11B: Approve the financial statement and quarterly transfers.
  • Item 11C: Approve payment of bills.

  • Item 6A: Report from Inframark on Wastewater Treatment Plant Operations.
  • Item 6B: Report from Inframark on Water Treatment Plant Operations.
  • Item 6C: Consider an agreement with Inframark to use Borough equipment to help locate leaks in the distribution system. This proposal was recommended by the Municipal Authority on October 7, 2021, at no cost to the Borough.

8. Street Committee (Ball, Houser & Owatt)

  • Item 8A: Report on the 2021 Paving Project. New Enterprise completed milling and paving of the northwest quadrant on September 28, 2021.
  • Item 8B: Final adoption of Ordinance 659, which establishes procedures for small wireless facilities in the public right-of-way under Act 50 of 2021.
  • Item 8C: Approve Change Order #1 to Ameron Construction for the 2021 Sidewalk Project.
    • Details: Additional work was required for curb installation on Horner Street (approx. 1,200 feet) and sidewalk removal due to homeowner requests (approx. 1,560 sq ft).
    • Cost: Staff negotiated the initial estimate of $97,300 down to a final cost of $59,000. 00.
  • Item 8D: Consider an ordinance deleting Julian Street as a one-way street (northbound from Sample Street to Highland Avenue).

9. Administration Committee (Houser, Jacoby & Kuhar)

  • Item 9A: 2022 Annual Budget The tentative budget calls for revenues of $6,304,880 and expenditures of $6,238,245. This marks the 12th consecutive year without a tax increase for general purposes.
    • General Fund: Revenues/Expenditures of $2,186,580 (Surplus: $0). Increased by 2. 2% due to healthcare and pension costs.
    • Water Fund: Revenues/Expenditures of $1,949,800 (Surplus: $0). Increased by 7. 7% due to debt for system repairs.
    • Wastewater Fund: Revenues of $1,940,000; Expenditures of $1,873,365 (Surplus: $66,635).
    • Stormwater Fund: Revenues/Expenditures of $228,500 (Surplus: $0).
    • Total Operating Fund: Revenues of $6,304,880; Expenditures of $6,238,245 (Total Surplus: $66,635).
  • Item 9B: Tax Resolution Adopt Resolution 2021-07 to maintain the real estate tax rate in 2022 at:
    • 30. 75 mills on land and 8. 5 mills on buildings for general purposes.
    • 2. 5 mills on land for stormwater.

  • Item 11A: Approve minutes of the previous meeting.
  • Item 11B: Approve the financial statement for September 2021.
  • Item 11C: Approve payment of bills totaling $600,694. 11.

  • Item 11E: Approve a request for an organization to hold a polar plunge at Lake Rowena during the "Dickens of a Christmas" weekend, pending special event permit conditions.
