Ebensburg Borough Council Meeting Agenda

Key Agenda Items & Reports
Administration of Oath – Junior Councilor
- Outgoing Member: Roy Lian will complete his term at the end of this month.
- Incoming Member: Max Cafazza, a junior at Central Cambria High School, will be sworn in.
- Role Details: The Junior Councilor must be a resident completing high school, serves an August–July term, and can attend all meetings (except executive sessions) but does not have voting rights.
Consent Agenda The following items are considered routine and will be approved by a single motion unless a council member requests separate discussion:
- Approval of Inframark reports for Wastewater and Water Treatment Plant Operations.
- Approval of minutes from the September 22, 2025 regular meeting and the September 30, 2025 special meeting.
- Approval of the financial statement for September and third-quarter transfers.
- Approval of bills totaling $913,098. 77 for October 2025.
Water, Wastewater & Stormwater Committee
- Wastewater & Water Reports: Written reports from Inframark regarding operations, projects, and activities are submitted for review.
- Waterline Replacement Project: Guyer Brothers has essentially completed the project, with a final inspection scheduled for Thursday of this week.
- Stormwater Project: A. Liberoni Construction was issued substantial completion. Most restoration is done, but the contractor has not yet finished all work.
Recreation Committee
- YPCC Moisture Problems: The Borough accepted a bid from Sports Interiors to address worsening moisture issues. Work is scheduled to commence this morning and be completed in early November.
Streets Committee
- Parking Enforcement: Staff is evaluating options for parking management, including hybrid systems using phone apps and kiosks. No action is required at this time.
- Rectangular Rapid Flashing Beacon (RRFB): A contract was awarded to M and B Services, LLC. Construction began last month but is delayed pending the arrival of a required pole (expected mid-October).
Administration Committee
- 2026 Budget: Department heads have begun preparation for the 2026 budget.
- Employee Pension Plans (MMOs): Staff recommends adopting revised Minimum Municipal Obligation calculations:
- Non-uniformed plan: $77,900 (Rescinding last month's action of $79,179).
- Uniformed plan: $75,659 (Rescinding last month's action of $46,036).
- Director of Public Works: Jerry Poruban, who has served as acting director since August 5, 2025, has been hired for the position. He recently passed his Class E water license exam. Salary discussions are ongoing.
General Business
- Ordinance #675 (Zoning): A proposed ordinance to regulate the location of certain businesses (gaming parlors, hookah bars, marijuana dispensaries, CBD stores, vape shops, tobacco stores) was discussed. A public hearing was held on September 22, 2025. Final approval is recommended.
- Lease Agreement with Goodwill: The lease for Goodwill of the Southern Alleghenies is extended for one year, ending September 31, 2026. The new monthly rate is $1,303. 64 (a 1. 45% increase).
- Jencks Dam Pond Survey: A proposal from TranSystems to conduct testing at Lake Rowena and Jencks Dam is recommended for approval, with a cost not to exceed $7,200.
Department Reports
- Police Department: Chief Loughran submitted a written report on activities during the month.
- Public Works Department: Acting Director Jerry Poruban submitted a written report on activities during the month.
- Community Development: Director Danea Koss submitted a written report on activities during the month.
- Recreation Department: Director Rebecca Williamson submitted a written report on activities during the month.
- Building Permit Enforcement: A monthly building permit report was forwarded to Council.
- Ebensburg Municipal Authority: Minutes from the last meeting are included in the packet.
- Planning Commission & Zoning Hearing Board: No activity reported.
- Code Enforcement: 2 violations were issued for overgrowth of plants.
Public Participation
- Public Comments: Members of the public are invited to comment on any item appearing on the agenda or other issues.
- Media Comments: Representatives of the media are invited to comment and ask questions on any issues.
