Key Agenda Items & Updates
Consent Agenda (Routine Business) The following items are considered routine and will be acted upon by a single motion unless a council member requests separate discussion:
- Traffic Signal Agreement: Adoption of Resolution #2019-08 to approve the maintenance agreement for the traffic signal at Center Street and Highland Avenue.
- Meeting Minutes: Approval of the minutes from the September 23, 2019 regular monthly meeting.
- Financials: Approval of the financial statement, quarterly transfers, and payment of bills totaling $536,237. 27.
Appointments to Address Council
- Police Department: Chief Wyland will provide a verbal report on department activities.
- Eagle Scout Project: A report on Bobby Soyka’s completed project, which involved obtaining funding and constructing a bicycle shelter for rental bikes at the YPCC.
Water, Wastewater & Stormwater Committee
- Wastewater Operations: Plant Supervisor Mike Montgomery will provide a verbal report on projects and activities.
- Wastewater Project: All work on sewer mains and laterals is complete and tested. Walk-through inspections occurred on October 24th; minor street repairs remain.
- Water Plant Upgrades: Required upgrades for alarm monitoring and shutdown capabilities are complete, confirmed by a DEP inspection on October 22, 2019.
- Water Plant Operations: Inframark has proposed a single 3-year contract to operate both the water and wastewater treatment plants. This issue involves AFSCME matters and will be discussed in an executive session.
Street Committee
- Street Resurfacing: Quaker Sales has completed milling and resurfacing south of High Street.
- Triumph Street Sidewalk: Concerns were raised with PennDOT regarding the safety of handicap ramps due to extreme grade. Despite this, PennDOT insists on construction as drawn. Kishmo has ordered non-standard detectable warning surfaces and will complete the ramps soon.
- Highland Avenue Traffic Signal: PennDOT will replace the traffic signals and arms next year. The local municipality is responsible for maintenance, and a revised agreement is submitted for approval.
Administration Committee
- FOP Labor Agreement: The committee has met twice to negotiate a renewal of the agreement, which expires at the end of 2019. An agreement is expected soon.
- 2020 Annual Budget: A tentative budget has been compiled for review. The full presentation is delayed until the November meeting to allow time to decide on water plant operations. Preliminary figures will be presented to assist with this decision. Regardless of the option chosen, there is no need for tax, garbage, or utility rate increases. Tentative approval will be granted in November, with final adoption in December.
General Business
- Ogle Street House: The house, recently acquired via judicial sale and razed using Act 152 grant funds, sits on a steep 42’ x 132’ lot. Staff suggests advertising the land for sale first. If no bids are received, Council may consider coordinating a subdivision with adjacent property owners.
- Ventrac Tractor: The current 11-year-old tractor requires replacement. A new heavy-duty 4-wheel drive tractor with attachments for mowing and winter maintenance is needed. The purchase, scheduled in the 2020 Capital Budget, must be ordered now to arrive in spring.
- Cost: $42,570 from Somerset Power Equipment (State bid list).
Department Reports
- Public Works: Director Jeff Evans will provide a verbal report.
- Community Development: Director Dana Koss will provide a verbal report.
- Recreation: Director Dirk Johnson will provide a verbal report.
- Codes Enforcement: A monthly report was forwarded to Council.
- Other Authorities: Minutes from the last Ebensburg Municipal Authority meeting are included. The Planning Commission and Zoning Board reported no activity.
Executive Session An executive session will be held to discuss the proposal from Inframark regarding the operation of the water treatment plant. A decision may follow this session.
