Ebensburg Borough Council Meeting Agenda

Agenda Highlights

Call to Order & Public Comments The meeting will begin with the Pledge of Allegiance. Members of the public are invited to comment on any agenda items during this time.

Junior Councilor Oath of Office

  • Context: The Junior Councilor position, created in 2002, allows high school residents to participate in government without voting rights.
  • Action: Mayor Datsko will administer the oath to Mr. Abraham Remillard, who is seeking to continue his service for the August–July term.

Consent Agenda (Items 11D, 11E, 11F) The following routine items are recommended for approval by a single motion:

  • Minutes: Approval of the September 23, 2024 meeting minutes.
  • Financials: Approval of the September financial statement and quarterly transfers.
  • Bills: Approval of bills totaling $386,273. 92 for October 2024.

Water, Wastewater & Stormwater Committee

  • Inframark Reports: Accept and approve written reports on Wastewater (Item 6A) and Water Treatment Plant operations (Item 6B).
  • Waterline Replacement: Project is on schedule; Guyer Brothers has installed 93% of the mainline and 60% of service installations.
  • Stormwater Project: Construction began August 12, 2024. The contractor is currently working on North Beech Street toward Highland Avenue.

Streets Committee

  • Ordinance 672 (Loading Zones): Tentative approval is recommended to allow the placement of loading zone signs where warranted, subject to manager and police chief review.
  • North Spruce Street: Staff recommends keeping the street as two-way traffic due to a lack of accident data supporting a change to one-way.
  • RRFB Grant: The Borough was awarded a $52,000 grant to install a Rectangular Rapid Flashing Beacon at Julian and High Street. Staff will prepare the project for bidding once paperwork is finalized.

Administration Committee (2025 Annual Budget) The committee has compiled a tentative 2025 budget with total revenues and expenditures of $7,436,845. The budget is balanced without an increase in real estate taxes.

  • General Fund: Reflects a 0. 48% decrease over last year due to lower real estate values and interest earnings.
  • Water Fund: Shows a 5. 37% increase to fund the replacement of antiquated waterlines.
  • Action: Grant tentative approval to the 2025 annual budget and advertise for public inspection.

General Business

  • Garbage Collection (Item 11A): Addressing noise complaints, staff has confirmed with hauler Pro Disposal that residential pickup will not occur before 6:00 a. m.
  • Lease Agreements:
    • Goodwill of the Southern Alleghenies (Item 11B): Ratify a one-year lease ending September 30, 2025, at $1,285. 00/month (a 10% increase).
    • Cambria County Child Development Corp. (Item 11C): The tenant has requested a three-year renewal at the current rate of $1,666. 94/month. Staff is negotiating a new rate.

Department Reports Written reports have been submitted by the following directors:

  • Public Works Department (Director Josh Surkovich)
  • Community Development (Director Dana Koss)
  • Recreation Department (Director Rebecca Williamson)

Executive Session The Council will hold an executive session to discuss a real estate lease matter if necessary.
