1. Consent Agenda

  • Item 9C: Record the hiring of Marley Ratchford as a part-time employee at the Tennis Center ($8. 50/hour).
  • Item 11A: Approve minutes from the October 25, 2021 meeting.
  • Item 11B: Approve the financial statement.
  • Item 11C: Approve payment of bills.

  • Item 6A: Report from Inframark on Wastewater Treatment Plant Operations.
  • Item 6B: Report from Inframark on Water Treatment Plant Operations.

7. Recreation Committee (Jacoby, May & Owatt)

  • Item 7A: Discuss Pool Fees for 2022. The Recreation Board has proposed a revised fee schedule for review.

8. Street Committee (Ball, Houser & Owatt)

  • Item 8A: Discuss Julian Street as a one-way street. The council previously tabled this to allow for public input regarding traffic flow near Holy Name church and snow plowing efficiency.

9. Administration Committee (Houser, Jacoby & Kuhar)

  • Item 9A: Employee Pension Plans
    • Council is asked to adopt revised Minimum Municipal Obligation (MMO) calculations based on 2021 Actuarial Valuations.
    • Action #1: Adopt MMO for the non-uniformed plan: $99,638.
    • Action #2: Adopt MMO for the uniformed plan: $14,696.
  • Item 9B: 2022 Annual Budget
    • The budget calls for revenues of $6,354,380 and expenditures of $6,287,745.
    • This marks the 12th consecutive year without a tax increase for general purposes.
    • Budget Breakdown:
      • General Fund: $2,186,580 (Revenues/Expenses)
      • Water Fund: $1,999,300 (Revenues/Expenses)
      • Wastewater Fund: $1,940,000 (Rev) / $1,873,365 (Exp)
      • Stormwater Fund: $228,500 (Rev/Exp)
    • The General Fund budget increased by 2. 2% due to healthcare and pension costs.
    • The Water Fund budget increased by 10. 4% due to debt for system repairs.
  • Item 9C: Part-time Employee (See Consent Agenda).
  • Item 9D: Salary Resolution
    • Adopt Resolution #2021-08 to establish wages for 2022.
    • AFSCME and FOP wages will increase by 2½% per labor contracts. Non-union employees receive the same adjustment.

  • Item 11A: Minutes of Previous Meeting (See Consent Agenda).
  • Item 11B: Financial Statement (See Consent Agenda).
  • Item 11C: Bills (See Consent Agenda). A list totaling $445,791. 55 is submitted for approval.
  • Item 11D: Ebensburg Swimming Pool Rehabilitation
    • Approve a proposal from Aquatic Facility Design for comprehensive design services, plans, and specifications.
    • Cost: $19,000. 00.
  • Item 11E: Modifications to Agreements with Ebensburg Municipal Authority
    • Approve Resolution #2021-09 to amend Articles of Incorporation, extending the Authority's term until November 15, 2071.
    • Approve Resolution #2021-10 to amend the lease between the Borough and the Authority, extending the term until November 15, 2071.
  • Item 11F: Borough Fees for Fiscal Year 2022
    • Staff recommends maintaining current fees with the following exceptions:
      • Tax Collection Duplication: Increase from $3 to $5.
      • Tax Collection Certification: Increase from $10 to $15.
      • Pavilion Rentals: Increase fee to $55. 00, plus a refundable deposit of $25. 00 (Total: $75. 00).
  • Item 11J: Grants
    • The Rotary Club was awarded a grant of $112,000 (from a $219,000 application) for a dog park.
    • The YPCC received a $5,500 grant from the Community Foundation for cross-country skis.
