- Goal: Involve youth in borough decision-making.
- Last occupied in 2012; no applicants since.
- William Westrick, junior at Central Cambria High School, is nominated.
- Requirements: Borough resident completing junior year of high school. Term: June–May.
- Rights: Attend all meetings (except executive sessions), participate fully — but no voting rights.
- Mayor Datsko will administer oath of office.

All items considered routine and acted upon by single motion unless removed for separate discussion.
- Item 8D: Approve hiring Robert Stofko as janitor effective 10/19/2020.
- Item 8F: Approve hiring Michael Kush as tennis assistant effective 11/2/2020.
- Item 9A: Approve minutes from October 26, 2020 regular meeting.
- Item 9B: Approve financial statement.
- Item 9C: Approve payment of bills.
- Item 10J: Award contract to Midstate Consultants for $1,975. 00 to conduct IFE for airport taxiway rehabilitation project.

Item 5C: AWOP Award
- Ebensburg’s water treatment plant selected for Area Wide Optimization Program (AWOP) Award.
- Recognizes top 31 filter plants nationally for turbidity performance optimization.

Item 5D: Water/Sewer Projects
- Originally approved seeking bids for three small projects (North Spruce St. , North Marian St. , East Ogle St. ).
- Due to underground unknowns and engineering costs, bidding deemed impractical.
- Most cost-effective approach: Joint effort with Kev’s Excavating (excavation/site work) + Borough crews (piping/connections).
- Sewer project in 700 block of East Ogle St. delayed — collector line under porches needs relocation.
Recommended Action: No action required.
Item 5E: Water Loss
- Unaccounted water loss was as high as 47%; target is ≤20%.
- Current rate: 26% after leak detection and repairs.
- One valve and flow meter at treatment plant still need replacement.
- Expected range: 20–30% due to aging distribution lines.
Recommended Action: No action required.
Item 5F: Ongoing Byproducts Violations
- November test results show elevated HAA5 and TTHM levels in water purchased from Greater Johnstown’s Saltlick system.
- These are disinfection byproducts — not serious health risks but violate MCL → require public notification.
- Affects only customers receiving Saltlick water (primarily along Route 22).
- Greater Johnstown installed aeration system on Saltlick reservoir earlier this year to reduce byproducts.
- Test results trending lower in 2020, but running average still slightly above MCL.
- Hopeful that public notifications will no longer be necessary soon.

- Discussed front yard fences in Zoning Ordinance.
- Recommendation: Continue prohibiting front yard fences, but amend definition of “fence” to more conventional meaning.
