Key Agenda Items & Reports
Consent Agenda (Routine Items) The following items are considered routine and will be acted upon by a single motion unless a council member requests separate discussion:
- Wastewater & Water Reports: Approval of Inframark reports for Wastewater Treatment Plant (Item 6A) and Water Treatment Plant (Item 6B) operations.
- Minutes: Approval of the October 27, 2025 regular meeting minutes (Item 11D).
- Financials: Approval of the October financial statement (Item 11E) and payment of bills for November (Item 11F).
Water, Wastewater & Stormwater Committee
- Waterline Replacement: Final inspection was completed last month; the Authority is considering final payment.
- Stormwater Project: Final restoration for the season is complete with contractor A. Liberoni Construction.
- Distribution & Collection System Proposal: Inframark has proposed assuming operation of the water distribution and wastewater collection system for an annual cost of $150,410. This is recommended to coincide with the main contract expiring in December 2028.
Recreation Committee
- YPCC: Sports Interiors has installed a moisture barrier. Staff reports no issues with water condensation so far.
Streets Committee
- Parking Enforcement: Staff is evaluating options for parking management, including hybrid systems using phone apps and kiosks.
- Rectangular Rapid Flashing Beacon (RRFB): Construction is complete for the RRFB installed at the corner of Julian and High Streets by M and B Services, LLC.
Administration Committee
- 2026 Annual Budget: A tentative budget has been compiled for review. The total operating budget is $7,670,745.
- The General Fund budget reflects an approximate 6% increase over last year.
- Key revenue increases include the Student Resource Officer contract ($80,000), higher EIT collection ($60,000), and bulk water sales ($60,000).
- Key expense increases include police department costs ($80,000), water fund debt/service ($70,000), and recreation equipment ($35,000).
- Borough Manager Retirement: The Borough Manager will retire effective April 6, 2026.
- Manager Selection Process: Applications are due December 17. Interviews will occur in early January, with a target to agree on a candidate by early February.
- Wages (Resolution #2025-06): A resolution will be adopted to establish wages for 2026, including increases for AFSCME and FOP unions.
- Public Works Vacancy: Scott Maul was offered a position as Laborer I at a rate of $23. 48 per hour.
General Business
- Airport Runway Lighting: Bids were received for the Rehabilitation of Runway 7-25 Lighting.
- KOBO Utility: $381,165 (Lowest Bid)
- Bruce-Merriliees: $420,020
- Bronder Technical: $518,493
- Recommendation: Award the contract to KOBO Utility.
- Property Request (Justice and Rosemary Orlu): Residents at 311 W. Lloyd Street requested to purchase a lawn area adjacent to their home and the Borough’s paved driveway. This is recommended for referral to the Planning Commission.
- Winter Parking: Council member Mike Murphy requested a discussion regarding winter parking regulations.
- Bills: A list of bills totaling $582,801. 99 for November 2025 is submitted for approval.

- Code Enforcement: 4 verbal warnings were issued regarding leaves raked into the roadway.
- Executive Session: Scheduled for discussion of a personnel matter.
