1. Consent Agenda The following routine items will be acted upon by a single motion unless a council member requests separate discussion.

  • Item 8D: Record the transfer of $559,000 from the FNB Liquid Fuels checking account to a 9-month CD at FNB.
  • Item 9A: Approve minutes from the October 28, 2019 meeting.
  • Item 9B: Approve the financial statement.
  • Item 9C: Approve payment of bills.

5. Water, Wastewater & Stormwater Committee (Houser, Kuhar & May)

  • Item 5A: Verbal report from Plant Supervisor Mike Montgomery on wastewater plant operations.
  • Item 5B: Update on the Wastewater Project (completed for the year; minor issues to be addressed in spring).
  • Item 5C: Water Plant Operations.
    • Council is asked to approve a Memorandum of Understanding (MOU) with AFSCME regarding the future re-employment of Luke Byrne, the current water plant operator.
    • Council is asked to grant final approval for a 3-year contract with Inframark for water and wastewater treatment operations, effective February 1, 2020. The first-year cost is $895,255.

6. Recreation Committee (Barber, Jacoby & May)

  • Item 7A: Street Resurfacing Project.
    • Milling and resurfacing south of High Street is complete. The actual cost was $525,940 (vs. a bid of $522,870).
    • Funding came from the Sewer Project Reserve ($175,000), Liquid Fuels ($125,000), and the General Fund ($225,940).
    • The General Fund portion will be nearly fully reimbursed by Peoples Gas ($114,683) and County Aid ($106,700), resulting in a net cost of only $4,557.

8. Administration Committee (Barber, Jacoby & Kuhar)

  • Item 8A: FOP Labor Agreement. Negotiations are nearly complete and will be presented to Council in December.
  • Item 8B: 2020 Annual Budget.
    • The tentative budget shows revenues of $6,053,740 and expenditures of $5,892,610.
    • This represents a 0. 59% decrease from the 2019 budget.
    • The General Fund budget decreased by 3. 5%, while the Water Fund increased by 4. 5%.
    • Action: Grant tentative approval to the 2020 budget for public inspection and final adoption in December.
  • Item 8C: Tax Ordinance. Due to Act 51 of 2019, an ordinance is only required if the tax rate increases. Since the rate remains the same, it will be adopted by resolution next month.
  • Item 8D: Investment. Record the transfer of $559,000 to a 9-month CD at FNB for next year's paving project.

9. General Business

  • Item 9A: Approve minutes of the previous meeting.
  • Item 9B: Approve the October 2019 financial statement.
  • Item 9C: Approve payment of bills totaling $854,006. 97.
  • Item 9D: Ogle Street House.
    • The borough acquired a house via judicial sale, which was then razed using Act 152 grant funds.
    • The property was advertised for sale, but no bids were received by the November 15th deadline.
    • Council will discuss and decide on the disposal of the land.
  • Item 9E: Meeting Dates.
    • December Council meeting: Monday, December 16th at 6:30 p. m.
    • Reorganization meeting: Monday, January 6th at 6:30 p. m.

  • Item 10A: Police Department (Chief Wyland).
  • Item 10B: Public Works Department (Director Jeff Evans).
  • Item 10C: Community Development (Director Dana Koss).
  • Item 10D: Recreation Department (Director Dirk Johnson).

  • Item 10F: Ebensburg Municipal Authority minutes included in the packet.
  • Item 10G: Ebensburg Planning Commission.
    • The commission approved the revised subdivision and land development application for a proposed Dollar General store.
    • Action: Grant final approval to the Dollar General plans and a Developer’s Agreement.
  • Item 10H: Ebensburg Zoning Board (No activity).
