Key Agenda Items & Reports

Administration of Oath – Junior Councilor

  • Mayor Datsko will administer the oath to Mr. Roy Lian, a junior at Central Cambria High School and Junior Class president.
  • This follows the re-swearing of last year’s councilor, Abraham Remillard.

Consent Agenda (Routine Items) The following items are grouped for a single vote unless a council member requests separate discussion:

  • Approval of Inframark reports for Wastewater and Water Treatment Plant operations.
  • Record of Garrett James’s hiring as a part-time YPCC employee ($8. 00/hour).
  • Approval of minutes from the October 28, 2024 meeting.
  • Approval of the October financial statement and November bill payments ($693,549. 91).

Water, Wastewater & Stormwater Committee

  • Waterline Replacement: Guyer Brothers has completed 98% of the mainline and 85% of service installations.
  • Stormwater Project: A. Liberioni Construction began work on August 12, 2024. The project involves installing a 60" pipe on North Beech Street and is expected to take seven months.

Recreation Committee

  • Softball Agreement: Council is asked to approve an agreement with the Ebensburg Youth Softball Association for use of Memorial Field. The fee is $2,200. 00 per year.

Streets Committee

  • Ordinance 672: Council will grant final approval for an ordinance allowing the designation of loading zones on municipal streets.
  • North Spruce Street: Council is reviewing a proposal to change the street from High to Crawford one-way. Staff has consulted with PennDOT, which indicated no disruption to traffic patterns on High Street.

Administration Committee (2025 Budget)

  • The 2025 Operating Budget is balanced at $7,436,845 in revenues and expenditures without increasing real estate taxes.
  • General Fund: Decreased by 0. 48% due to lower assessed values and transfer taxes; offset by the full payment of a sidewalk loan.
  • Water Fund: Increased by 5. 37% to fund a major infrastructure project replacing antiquated waterlines.
  • Stormwater Fund: Maintained to cover debt service for the Phase I Stormwater Project.

General Business

  • RACRA Lease: Council is asked to approve a one-year extension of the lease with RACRA, expiring December 31, 2025.
  • Cambria County Child Development Corp. : Council is asked to ratify a three-year lease ending October 31, 2027. The rent will increase by 5% annually.
  • Tax Resolution #2024-10: Council is asked to approve 2025 tax rates:
    • Land: 36. 75 mills
    • Buildings: 11. 75 mills
    • Stormwater Management: 2. 5 mills
  • School Resource Officer (SRO): Holy Name Church School has requested an SRO to enhance safety. The school is willing to cover the cost. Police Chief Joe Loughran will provide further details.
  • Grants:
    • Historical Society: Council is asked to support an $85,000 grant application for the A. W. Buck House windows.
    • Memorial Field: Council is asked to support a $42,000 grant application for field improvements.

  • Public Comments: The public is invited to comment on any agenda item or general issue.
