Agenda Highlights
1. Consent Agenda The following routine items will be approved by a single motion unless a council member requests separate discussion:
- Approval of minutes from the October 22, 2018 meeting.
- Approval of the financial statement.
- Approval of bill payments.
2. Appointments to Address Council
- Former Prison Project: Sheldon Piepenburg, the developer for the former county prison property, will provide an update on the project's status.
3. Mayor’s Report
- A report on the Police Department will be presented.

5. Water, Wastewater & Stormwater Committee (Houser, Kuhar & May)
- Wastewater Plant Operations: A verbal report from Plant Supervisor Mark Wirfel regarding monthly activities.
- Wastewater Project Update: The project is 23% complete, though 40% of the contract time has passed. Restoration of private property and streets is ongoing but will be delayed until spring due to winter conditions.
- Gas Main Replacement: Peoples Gas plans to begin replacing mains and laterals in February on West Triumph Street, South Marian Street, and South Caroline Street. Work will continue south of High Street through the summer to allow for street resurfacing in the fall.

- AFSCME Labor Agreement: A tentative agreement was reached after five sessions, but employees rejected the Borough's last best offer on November 13th. The current contract expires at the end of 2018, and a mediator has been informed of the impasse.
- FOP Supplemental Agreement: A proposal to adjust pay for Officer Huber is recommended. While the standard graded pay is 75%/85%/95% over three years, Huber’s experience warrants an adjustment to 90% for the second year and 100% for the third. This does not set a precedent for future hires.
- Dependent Healthcare: A proposal to provide dependent healthcare to the public works director is recommended. He has 38 years of combined service but was not eligible because he left employment and returned in 2015.
- 2019 Annual Budget: The budget is ready for final adoption after being advertised for public inspection.
- Total Revenues: $6,036,770
- Total Expenditures: $5,927,480
- Total Surplus: $109,290
- Tax Ordinance (#645): This ordinance establishes the 2019 real estate tax. It was tentatively approved last month and advertised for public inspection.
9. General Business
- Minutes: Approval of the previous meeting's minutes.
- Financial Statement: Approval of the October 2018 financial statement.
- Bills: Approval of bills totaling $417,698. 30.
- Middle School Field Zoning: A public hearing regarding a request to partially rezone the former middle school field will be held on Monday, December 3rd at 6:30 p. m.
- Meeting Schedule: The next council meeting is scheduled for Monday, December 17th.
- Sidewalk Ordinance (#646): Tentative approval is requested for an ordinance amending sidewalk requirements along East Sample Street (between Sugar Street and Roberts Street).
10. Department Reports
- Police Department: Chief Wyland will provide a verbal report.
- Public Works Department: Director Jeff Evans will provide a verbal report.
- Community Development: Director Danea Koss will provide a verbal report.
- Recreation Department: Director Dirk Johnson will provide a verbal report.
- Codes Enforcement: A monthly report was forwarded to the council.
- Ebensburg Municipal Authority: Minutes from the last meeting are included in the packet.
- Ebensburg Planning Commission: No activity reported.
- Ebensburg Zoning Board: No activity reported.
11. Media Comments/Questions Representatives of the media are invited to comment and ask questions on any issues.
12. Public Comments Members of the public are invited to comment on any issues, whether or not they are on the agenda.
13. Executive Session An executive session will be held to discuss a personnel matter.
