8. Streets Committee
- Item 8A: Parking Enforcement: Staff will continue to evaluate options for parking management and enforcement. No action is required at this time.
9. Administration Committee
- Item 9A: 2026 Annual Budget: The committee has compiled a tentative budget for council review.
- Total Operating Fund: $7,670,745 in revenues and expenditures.
- General Fund: Reflects an approximate 6% increase over last year, driven by the Student Resource Officer contract, higher EIT collections, and bulk water sales.
- Expense Increases: Notable increases include ~$80,000 for the police department (including SRO program), $70,000 for the water fund, and ~$35,000 for recreation.
- Recommendation: Grant final approval of the 2026 annual budget.
- Item 9B: Manager Selection Process: The Borough Manager vacancy has been advertised. Applications are due December 17. Interviews will occur in early January, with a target to agree on a candidate by February 1 for a start date in early-to-mid March.
10. Human Relations & Diversity Committee

11. General Business
- Item 11A: Request of Justice and Rosemary Orlu: The Orlus request to purchase a portion of borough property adjacent to their home at 311 W. Lloyd Street. The Planning Commission recommended the sale, contingent on agreement regarding price, property lines, and driveway access.
- Item 11B: Decision on Winter Parking Enforcement: Council to decide whether to revert to the original enforcement scheme (effective Dec 1 – Mar 31) or maintain the current "as needed" policy.
- Item 11C: RACRA Lease: The lease between the Borough and RACRA expires December 31. Staff recommends a one-year extension through December 31, 2026.
- Item 11D: Fee Resolution #2025-07: Establishes fees for various services in 2026, including a $50/year charge for yard waste fobs.
- Item 11E: Resolution #2025-08: Establishes 2026 tax rates at 36. 75 mills for land, 11. 75 mills for buildings, and 2. 5 mills for stormwater management (same rates as since Jan 1, 2023).
- Item 11F: 2026 PELRAS Conference: The current manager requests to attend the Pennsylvania Employee Labor Relations Advisory Service conference in 2026 for networking and contract negotiation discussions.
- Item 11G: Hometown Hero Banners: The VFW requests to hang banners on borough lampposts.
