Ebensburg Borough Council Meeting Agenda

Borough Leadership

Agenda Highlights

1. Consent Agenda The following routine items are recommended for approval by a single motion:

  • Approval of the minutes from the November 25, 2019 meeting.
  • Approval of the financial statement.
  • Approval of bill payments.

2. Appointments to Address Council A time slot is reserved for public appointments to speak before the council.

3. Mayor's Report

  • Item 3A: Chief Wyland will provide a verbal report on Police Department activities.

4. Council President Comments President Doug Tusing will provide comments.

5. Water, Wastewater & Stormwater Committee

  • Item 5A: Plant Supervisor Mike Montgomery will provide a verbal report on wastewater plant operations.

6. Recreation Committee

  • Item 6: Report from the committee (Members: Barber, Jacoby & May).

7. Street Committee

  • Item 7: Report from the committee (Members: Cobaugh & Houser).

8. Administration Committee

  • Item 8A: FOP Negotiations: A tentative agreement for a new 4-year collective bargaining agreement with full-time police officers is presented. Key changes include:
    • Shifts of varying lengths; time off calculated in hours instead of days.
    • Wage increases: 3% in year one, 2. 5% in years 2-4.
    • Minimum call-out pay increased from two to three hours.
    • Employee healthcare contributions increase from 8% to 10%.
    • Eye/dental benefit increases from $350/year to $400/year.
    • Residency requirement increased from 10 to 15 air miles.
  • Item 8B: 2020 Annual Budget: The budget is ready for final adoption.
    • Total Operating Fund Revenues: $6,053,740
    • Total Operating Fund Expenditures: $5,892,610
    • Total Surplus: $161,130
  • Item 8C: Tax Resolution: Resolution 2019-09 proposes maintaining the current real estate tax rate for 2020 (30. 75 mills on land, 8. 5 mills on buildings for general purposes, and 2. 5 mills on land for stormwater).
  • Item 8D: 2020 Salary Resolution: Resolution #2019-10 establishes wages for 2020.
    • AFSCME wages increase by 2. 5%.
    • Full-time police wages increase by 3%.
    • All non-union staff receive a 2. 5% increase.
    • Part-time police wage increases by $1/hour.

9. General Business

  • Item 9A: Approval of minutes from the October regular meeting.
  • Item 9B: Approval of the November 2019 financial statement.
  • Item 9C: Approval of bills totaling $167,601. 55.
  • Item 9D: Ogle Street House: The borough acquired this house via judicial sale, which was then razed by the Cambria County Redevelopment Authority. The property was advertised for sale with no bids received, and letters sent to neighbors yielded no responses. Action is dependent on council discussion.
  • Item 9E: Reorganization Meeting: The next reorganization meeting is scheduled for Monday, January 6th at 6:30 p. m.
  • Item 9F: 2020 Fee Resolution: Resolution #2019-11 establishes fees for various services in 2020. No changes are proposed.
  • Item 9G: Airport Runway Project: RACRA plans a $450,000 runway rehabilitation project in 2020. The local match is $10,000. Council is asked to approve a proposal from Midstate Consultants for an Independent Fee Estimate (IFE) of $1,725.
