1. Consent Agenda

  • Note: Items in this section are considered routine and will be acted upon by a single motion unless a council member requests separate discussion.
    • Item 6A: Approve report of Inframark for Wastewater Treatment Plant Operations.
    • Item 6B: Approve report of Inframark for Water Treatment Plant Operations.
    • Item 11D: Schedule the 2025 Council meetings for the 4th Monday of each month at 6:30 p. m. , with exceptions in November and December (held on the 3rd Monday).
    • Item 10E: Designate First National Bank, First Commonwealth Bank, AmeriServ Financial Bank, 1st Summit Bank, and PLGIT as depositories.
    • Item 11F: Approve minutes of the November 25, 2024 regular meeting and the November 29 Special Meeting.

  • Item 6A: Report from Inframark on Wastewater Treatment Plant Operations.
  • Item 6B: Report from Inframark on Water Treatment Plant Operations.
  • Item 6C: Waterline Replacement Project
    • Guyer Brothers has installed approximately 98% of the mainline and 85% of service installations.
    • The contractor has tested lines and prepared for the installation of a vault on Ann Street.
  • Item 6D: Stormwater Project
    • Construction began August 12, 2024, by A. Liberoni Construction.
    • The 60" pipe is installed; work on North Beech is complete.
    • Work on Highland Avenue is suspended until spring.
    • The crew is currently installing pipes and inlets on North Julian toward Randolph.

8. Streets Committee (Ball, Houser & Murphy)

  • Item 8A: North Spruce Street
    • Council is discussing changing the street to one-way traffic from High to Crawford.
    • The matter was tabled pending a review and report by Borough Engineer TranSystems.

9. Administration Committee (Houser, Jacoby & Kuhar)

  • Item 9A: 2025 Wage Resolution #2024-14
    • Establishes wages for borough employees.
    • AFSCME and FOP wages are adjusted per labor contracts.
    • Non-union employees receive the same adjustment as AFSCME, with a small additional increase for the Community Development Director.

  • Item 11A: Tax Collector Proposal for Increase to Compensation (Year 2026)
    • Per-Parcel Rate: Proposed increase from $0. 75 to $2. 50 per parcel.
    • Total Compensation: Increase from approx. $7,950 to $10,500 (a 23% increase).
    • Tax Certifications Fee: Proposed increase from $15. 00 to $20. 00.
    • Annual Fee: Proposal amounts to an annual fee increase of $500, paid by the seller through closing companies.
  • Item 11B: 2025 Fee Resolution #2024-15
    • Establishes fees for various services, including water meters and laborers.
    • Borough will adopt the current FEMA Schedule of Equipment Rates for equipment usage.
  • Item 11C: Appointments to Boards and Commissions
    • Reappoint Eric Rummel (Ebensburg Municipal Authority, expires 12/2029).
    • Appoint Susan Barber to fulfill unexpired term of Randy Seymour (expires 12/2026).
    • Reappoint Rich Barber, Jessica Lieb, and Greg Illig to the Ebensburg Planning Commission (4-year terms, expire 12/2028).
    • Reappoint Barry Templeton to the Zoning Hearing Board (3-year term, expires 12/2027).
    • Reappoint Samantha Kemock to the Ebensburg Recreation Board (5-year term, expires 12/2029).
    • Appoint Amber Mesoras to fulfill unexpired term of Kristen Roberts (Recreation Board, expires 12/2025).
    • Reappoint Tim Myers as alternate on the Ebensburg Civil Service Commission (expires 12/2025).
    • Reappoint Charlie Moyer as Chairman of the Ebensburg Vacancy Board (expires 12/2025).
    • Appoint John Hawksworth and Chief Mike Sheehan to the Central Cambria Emergency Management Council (1-year terms, expire 12/2025).
    • Appoint Borough Manager as delegate to the Cambria/Somerset Council of Governments.
    • Appoint Borough Manager as delegate to the Cambria County Tax Collection Committee.
    • Appoint CCSD Business Manager as alternate to the Cambria County Tax Collection Committee.
    • Appoint Borough Manager as delegate to the Laurel Municipal Inspection Agency.
    • Appoint Danea Koss as alternate to the Laurel Municipal Inspection Agency.
  • Item 11D: 2025 Meeting Schedule
    • Regular meetings on the 4th Monday of each month at 6:30 p. m.
    • Exceptions: May and December meetings will be held on the 3rd Monday.
  • Item 11E: Designation of Depositories
    • Approve First National Bank, First Commonwealth Bank, AmeriServ Financial Bank, 1st Summit Bank, and PLGIT.
  • Item 11F: Minutes of Previous Meeting(s)
    • Approve minutes of the November 25, 2024 regular meeting.
  • Item 11G: Financial Statement
    • Approve the November 2024 financial statement.
  • Item 11H: Bills
    • Approve bills totaling $209,554. 44 for December 2024.
  • Item 11I: Ambulance Association LSA Grant Application
    • The Ebensburg Area Ambulance Association is applying for a $274,341. 95 grant through the Statewide Local Share Account to purchase a new ambulance.
    • Council previously approved Resolution #2024-13 supporting this application on November 29.
