Agenda Highlights
1. Consent Agenda The following routine items are grouped for a single vote unless a council member requests separate discussion:
- Approval of Inframark reports for Wastewater and Water Treatment Plant Operations.
- Approval of minutes from the November 21, 2022 meeting.
- Approval of the November financial statement and December bill payments.
- Scheduling for 2023 Council meetings (4th Monday of each month, except Nov/Dec).
- Designation of bank depositories (First National Bank, First Commonwealth Bank, AmeriServ Financial Bank, 1st Summit Bank, and PLGIT).
2. Committee Reports & Budgets
- Water, Wastewater & Stormwater Committee: Review of Inframark reports on plant operations.
- Administration Committee (Item 9A): Presentation of the 2023 Annual Budget.
- Total Operating Fund: $6,673,705.
- The budget is balanced via a 3. 75 mill increase in real estate taxes (the first tax increase in 13 years).
- General Fund increases by 16. 5% to fund an additional full-time police officer for 24/7 coverage.
- Water Fund increases by 13. 85% due to personnel and inflation costs.
- Item 9B: Ordinance #665 to establish the new tax rate of 16. 75 mills overall.
3. General Business & Appointments (Item 11B) The council is asked to approve the following appointments:
- Gerald McMullen: 5-year term on Ebensburg Municipal Authority (expires 12/2027).
- Bruce Hultman: 4-year term on Ebensburg Planning Commission (expires 12/2026).
- Carol Rummel: 3-year term on Zoning Hearing Board (expires 12/2025).
- Jamie Oravec: 5-year term on Ebensburg Recreation Board (expires 12/2027).
- Tim Myers: Alternate on Ebensburg Civil Service Commission (expires 12/2023).
- Charlie Moyer: Chairman of Ebensburg Vacancy Board (expires 12/2023).
- John Hawksworth & Chief Mike Sheehan: 1-year terms on Central Cambria Emergency Management Council (expires 12/2023).
- Borough Manager: Delegate to Cambria/Somerset Council of Governments and Laurel Municipal Inspection Agency.
- CCSD Business Manager: Alternate to Cambria County Tax Collection Committee.
- Danea Koss: Alternate to Laurel Municipal Inspection Agency.
4. Department Reports (Item 12) Written reports have been submitted by the following directors:

5. Other Business
- Item 11A (2023 Fee Resolution): Adoption of fees for pavilions, meters, and laborers.
- Item 12H: Ebensburg Zoning Board noted that "1st Summit" applied for a Special Exception.
