    Recommended Action: Grant tentative approval to Ordinance #660 authorizing $1,265,610 PENNVEST loan guaranty for water system improvement project.

  • Item 11G: Ordinance #661 – Compliance with Unit Debt Act→ For 2020–2021 sidewalk projects, $1M line of credit secured. → Original assumption: $670,000 principal remaining after 2021 project. → Actual remaining principal: $550,000. → Staff recommends 5-year loan from First National Bank at 2. 39% fixed rate to pay off line of credit. → All new debt requires Unit Debt Act compliance: updated debt statement, borrowing base certificate, adoption of Ordinance.

    Recommended Action: Grant tentative approval to Ordinance #661 seeking authorization from DCED for new debt in compliance with Unit Debt Act.
