- Item 6C (Ordinance #667): Authorization of a PENNVEST loan guaranty for the Phase I Waterline Replacement.
- Amount: $4,922,366 loan (20-year term at 1% interest).
- Grant: $2,983,725.
- Item 6D (Ordinance #668): Authorization of a PENNVEST loan guaranty for Lead Service Line Replacement.
- Amount: $136,664 loan (30-year term at 1% interest).
- Grant: $492,706.
- Item 6E (Resolution #2023-15): Authorization to execute documents securing the loan guaranty via a lien on water revenues.
- Item 6F (Resolution #2023-16): Authorization of the Guaranty Agreement for the Lead Service Line project.
- Item 6G (Resolution #2023-17): Authorization to execute documents securing the Phase I Waterline project loan.
- Total Amount: $7,906,091. 00 (comprised of the $4,922,366 loan and $2,983,725 principal forgiveness).
- Item 6H (Resolution #2023-18): Authorization of the Guaranty Agreement for the Phase I Waterline project.
- Item 6I (Resolution #2023-19): Amendment to the Lease Agreement with the Authority.
- Increases annual lease payments to cover debt service for the 2024 PENNVEST loans.
- Updates references to include the "2022 Water Construction Project" and "2024 Water Construction Projects. "
- Item 6J: Motion to proceed with the water projects and authorize the Authority to close on funding offers totaling $7,906,091. 00 and $629,370. 00.

9. Administration Committee
- Item 9D (Resolution #2023-20): Establishing wages for borough employees for 2024.
- AFSCME and FOP wages will increase per labor contracts; non-union employees receive similar adjustments.
- Police wages remain unchanged pending contract finalization.
- Action: Discuss in executive session and adopt resolution.
10. Diversity Committee
- Members: Dave Kuhar, Cecilia Houser.
11. General Business
- Item 11A (Airport Hangar Repairs): Awaiting final structural engineering report on corrosion and bracing. Staff will recommend next steps once received.
- Item 11B (RACRA Lease): Extension of the lease between the Borough and RACRA for one year, expiring December 31, 2024.
- Item 11C (2024 Fee Resolution #2023-21): Establishing fees for 2024.
- Conditional Use, Zoning Hearing, Land/Subdivision, and Stormwater Management fees increase from $325. 00 to $400. 00.
- Pavilion rental and garbage fees also proposed for increase.
- Item 11D: Correspondence from Joshua Krise regarding parking at the Courthouse.
- Item 11E: Correspondence from Selective Insurance regarding a subrogation claim for the Kirsch Property (sewer line backup).
- Item 11F: Approval of minutes from the October 23, 2023 meeting.
- Item 11G: Approval of the November 2023 financial statement.
- Item 11H: Approval of bills totaling $228,502. 43 for December 2023.
