    • Lowest Bid: Tree Expert Tree Service ($12,200. 00).
    • Recommendation: Award the contract to Tree Expert Tree Service for work on West Horner, West Crawford, and West Sample Streets. Work is scheduled to begin by March 15 and end by April 1.

  • Financial Statements: Approval of January 2021 financials and bills totaling $296,047. 28.
  • COVID-19 Impact Assessment: Staff reported on the financial impact of the pandemic in 2020:
    • Taxes: Real estate tax collections were $2,000 over budget; local service tax was $3,000 under budget.
    • Parking Meters: Revenue down 21% ($8,700 loss).
    • Tennis Center: Net budget loss of $15,000.
    • Swimming Pool: Net budget loss of $15,000.
    • YPCC: Net budget loss of $27,000.
    • Overall Impact: Increased cleaning costs were partially offset by $10,022 in county relief funds. The net impact on the general fund budget is estimated at less than $70,000.
