Key Agenda Items & Reports

Consent Agenda (Routine Business) The following items are considered routine and will be acted upon by a single motion unless a council member requests separate discussion:

  • Hiring of Tim Myers: To make it a matter of record that Tim Myers was hired as part-time public works at $13. 00/hour, effective February 10, 2020.
  • Tennis Center Staff: To make it a matter of record that Corrine Markovich and Erin Talko have been hired for part-time positions at the tennis center.
  • Meeting Minutes: Approval of the minutes from the January 27, 2020 regular meeting.
  • Financials: Approval of the financial statement and payment of bills totaling $235,701. 96.

Water, Wastewater & Stormwater Committee (Ball & Kuhar)

  • Plant Operations: Verbal reports from Plant Supervisors Mike Montgomery (Wastewater) and Luke Byrne (Water).
  • Sewer Lateral Project: A progress report on customer compliance with sewage regulations and lateral replacement.
  • Municipal Authority Projects: Updates on small stormwater/wastewater projects related to CSO elimination. Specific projects include:
    • Wilmore Road Overflow: Removal of a CSO and elimination of an 8" restriction on the bypass to the plant.
    • East High Street Stormwater: Installation of 350 LF of 24" stormwater pipe in the 700 block.
    • East Sample Street Stormwater: Installation of 435 LF of 8" stormwater pipe between Locust & Poplar.
    • West Horner Street: Addressing service connections for four houses in the 200 block.
    • Industrial Park: Sealing manholes to reduce Inflow and Infiltration (I&I).
  • Reservoir Drain Valve: Plans to replace an inoperative drain valve at the small reservoir. The new valve was purchased two years ago; bids will be sought for installation.

Recreation Committee (Jacoby, May & Owatt)

  • Lake Rowena Concession Building: Staff will review a preliminary design for a new combined concession/restroom/storage building, as the existing stand is in poor condition.
  • Lake Rowena Pier Repair: The fishing pier pilings have shifted and need replacement. The recommended action is to advertise for bids for this repair.

Street Committee (Ball, Houser & Owatt)

  • 2020 Sidewalk Project: The project in the northeast quadrant is scheduled for bidding in March. Construction is expected to begin June 1st. The committee will discuss three proposed changes to the scope.
  • Downtown Sidewalk Repairs: The red brick streetscape project from 2005 is in poor condition. Staff recommends a two-year replacement project.
    • Phase 1 Cost: $50,000 (West High Street between Beech and Center).
    • Phase 2 Cost: $60,000 (East High Street, North Center Street, and South Center Street).

Administration Committee (Houser, Jacoby & Kuhar)

  • Public Works Wages: Council is asked to rescind Resolution 2020-01 and the Memorandum of Understanding with AFSCME dated January 27, 2020. This action relates to eliminating graded pay and adding a new wage tier for public works hires.
  • Summer Crew Leader: Adoption of Resolution 2020-02 to establish the wage for a summer crew leader.
  • AFSCME Agreement: Approval of a Memorandum of Understanding to delete Article XII, Section 3 of the collective bargaining agreement regarding graded pay.

General Business

  • Sustainability: Adoption of Resolution 2020-03 to affirm participation in the Sustainable Pennsylvania Community Certification program.
