Key Agenda Items & Updates

Water, Wastewater & Stormwater Committee

  • Plant Operations: Reports from Inframark regarding wastewater and water treatment plant operations are up for approval.
  • Waterline Replacement: The project is on schedule with Guyer Brothers having completed 98% of the mainline. There are approximately $600,000 in unallocated funds remaining; the Authority is considering replacing a 12" waterline on Lovell Avenue.
  • Stormwater Project: A. Liberoni Construction has completed 85% of the installation. They have requested an extension for substantial completion, which will be decided by the Municipal Authority at a 4:00 p. m. meeting on the same day.

Recreation Committee

  • Dock and Boat Launch: The Ebensburg Main Street Partnership is seeking approval to replace a kayak launch/dock at the Upper Reservoir. They plan to purchase an EZ Dock floating modular dock pending agency and Council approval.

Streets Committee

  • North Spruce Street: Final approval is requested for Ordinance #673 to designate North Spruce Street as a one-way street heading southbound from West Crawford to High Street.
  • Pennsylvania One Call: A letter of support is requested for the Pennsylvania One Call System and Underground Utility Line Protection Law, including designating April 2025 as "Pennsylvania Safe Digging Month. "
  • Parking Enforcement: No action is required at this time regarding the transition from metered parking to free two-hour parking.

General Business

  • Airport Fencing: Staff recommends awarding a revised base bid of $78,970. 00 to Fye Fencing for the rehabilitation of airport fencing. This represents a $57,500 reduction from the original bid after negotiations.
  • Stray/Feral Cats: Tentative approval is requested for Ordinance #674, which prohibits residents from feeding stray or feral cats if it creates a nuisance. Residents who choose to feed them must ensure the cats are vaccinated and spayed/neutered.
  • Holy Name School SRO: Holy Name School has approved the agreement for a School Resource Officer (SRO). Borough staff is currently hiring and certifying a part-time police officer for this position.
  • Financials: The January 2025 financial statement and a list of bills totaling $296,062. 61 for February 2025 are submitted for approval.
