Key Agenda Items & Updates
Consent Agenda (Routine Approvals) The following items are considered routine and will be approved by a single motion unless a council member requests separate discussion:
- Approval of Inframark reports for Wastewater and Water Treatment Plant Operations.
- Approval of minutes from the January 27, February 24, and March 4, 2025 meetings.
- Approval of financial statements for January and February.
- Approval of bill payments for February and March.
Appointments & Legislation
- Bedbug Legislation: Judith Oravec will present on proposed legislation regarding bedbugs.
- Council Vacancy: Candidates wishing to fill the current Borough Council vacancy will speak (limited to 3 minutes each).
Water, Wastewater & Stormwater Committee
- Waterline Replacement: The project is on schedule. Guyer Brothers has installed 98% of the main line and 95% of service installations. Weather delays have paused work on Ann Street and Cindy Street.
- Budget Update: Approximately $600,000 in unallocated funds remains. The Authority plans to use these funds to replace the 12" waterline on Lovell Avenue.
- Water Loss Proposal: Inframark has proposed a plan to locate leaks and manage repairs for an annual cost of $47,155.
Recreation Committee
- Kimball Field Restoration: The Ebensburg Softball League proposes restoring the field for an estimated cost of $9,600. They have requested a credit toward future rent payments over the next 4 to 5 years instead of an upfront payment.
Streets Committee
- North Spruce Street: Council will grant final approval for Ordinance #673, designating North Spruce Street as a one-way street heading southbound from West Crawford to High Street.
- Parking Enforcement: Following a January vote to move away from metered parking, staff is developing a plan for free two-hour parking. This includes reviewing courthouse lot usage with Cambria County Commissioners.
General Business
- Stray/Feral Cats (Ordinance #674): A new ordinance is proposed to prohibit feeding stray or feral cats if it creates a nuisance or health hazard. Residents who feed cats would be responsible for vaccinations and ensuring the animals are spayed/neutered.
- School Resource Officer (SRO): Holy Name School has approved the SRO agreement. The Borough is hiring a part-time police officer for this role, with an anticipated start date in late April.
- Codification of Ordinances: Staff recommends approving a proposal from General Code to fully codify the Borough’s ordinances (last done in 2009). The cost is $18,500 for the initial work, with approximately $1,500 annually for future maintenance.
- Skills Machines: Council will discuss permitting and zoning for skill game machines, which may also impact zoning for vape shops, CDB shops, and potential marijuana dispensaries.
- Bills: A list of bills totaling $296,062. 61 for February 2025 and $605,370. 55 for March 2025 is submitted for approval.
