Agenda Highlights

1. Consent Agenda The following routine items are recommended for approval by a single motion:

  • Reports: Approve Inframark reports for Wastewater and Water Treatment Plant Operations.
  • Minutes: Approve minutes from the February 26, 2024 meeting.
  • Financials: Approve the February financial statement and payment of March bills.

2. Appointments to Address Council

3. Consideration of Any Motion(s) to Amend Agenda

6. Water, Wastewater & Stormwater Committee

  • Item 6A: Accept and approve Inframark’s written report on Wastewater Treatment Plant Operations.
  • Item 6B: Accept and approve Inframark’s written report on Water Treatment Plant Operations.

7. Recreation Committee

  • Item 7A (Pool Bids): Review of bids for pool construction. One bid was received from Avalotis Corporation for $657,425. 00. The estimated cost was $250,000–$300,000. The Borough received a grant for $134,600. Staff is investigating the cost discrepancy.
  • Item 7B (Lake Rowena Dredging): An application for dredging is being submitted to the Bureau of Abandoned Mine Reclamation in April. Grant announcements are expected in October.

9. Administration Committee

  • Item 9A (Summer Hires): Make it a matter of record that Gabe Forst will be hired for summer employment in Public Works at a rate of $10. 50 per hour.

10. Human Relations & Diversity Committee

  • Item 10A (Complaint Investigation): A complaint regarding potential discriminatory actions at the YPCC by an independent contractor has been investigated. After reviewing security video and conducting interviews, there was insufficient evidence to substantiate the claim. The investigation is closed.

11. General Business

  • Item 11A (Ebensburg Municipal Airport): RACRA is investigating the cost and longevity of hangar repairs and available funding sources.
  • Item 11B (Ordinance #670): Grant tentative approval for an ordinance to incur lease rental debt under the Pennsylvania Local Government Unit Debt Act. This involves a guaranty of a loan in the amount of $3,389,310 for Stormwater projects.
  • Item 11C (Minutes): Approve minutes from the January 22, 2024 regular meeting.
  • Item 11D (Financial Statement): Approve the February 2024 financial statement.
  • Item 11E (Bills): Approve payment of bills totaling $604,891. 93 for March 2024.

12. Department Reports

  • Item 12A: Police Department report submitted by Chief Loughran.
  • Item 12B: Public Works Department report submitted by Director Josh Surkovich.
  • Item 12C: Community Development report submitted by Director Danea Koss.
  • Item 12D: Recreation Department report submitted by Director Dirk Johnson.
  • Item 12E: Monthly Codes Enforcement report forwarded to Council.
  • Item 12F: Minutes of the last municipal authority meeting included in the packet.
  • Item 12G (Planning Commission):
    • A: Approve land development plan for 129 Union Street submitted by Illig Investment Group, LLC.
    • B: Approve lot merger for 807 W. High Street (Our Station House) submitted by Gary E. Sloan.
  • Item 12H (Zoning Hearing Board): Illig Investment Group, LLC received approval for variances related to lot size and setbacks for 129 Union Street. No further action required.
