Key Agenda Items & Decisions
Sidewalk Project (Item 7A)
- Contract Award: The council is recommended to award the 2020 sidewalk project contract to M&B Services for $1,371,061. 79.
- Project Scope: Work will occur on West Horner Street, West Crawford Street, West Sample Street, and North Caroline Street.
- Timeline: Construction is expected to begin in April (pending coordination with stormwater projects) and conclude by August 30th.
- Assessment Rates: The council is recommended to set property assessment rates at $29. 23/LF for curbing and $100. 00/SY for sidewalks.
Financing (Item 7B)
- Line of Credit: The council is recommended to accept a proposal from First Commonwealth Bank for bridge financing in the amount of $1,000,000.
- Future Debt: A separate loan is anticipated after the 2021 project to settle this line of credit.
Tree Cutting (Item 7E)
- Contract Award: The council is recommended to award a contract for cutting 35 large trees to Top Notch Logging for $35,000. 00.
Summer Hires (Item 8A)
- General Staff: The council is recommended to approve summer hires for public works, maintenance, landscaping, and office assistant roles at a rate of $8. 50/hr.
- Specialized Roles:
- Serena Koss hired as Head Lifeguard at $9. 50/hr.
- Nolan Johnson hired as Pool Manager at $12. 50/hr.
Financial Approvals (Item 9)
- Minutes: Approval of the February 24, 2020 meeting minutes.
- Financial Statement: Approval of the February 2020 financial statement.
- Bills: Approval of bills totaling $464,903. 24.
Sewage Enforcement (Item 9D)
- Status: The Cambria County Sewage Enforcement Agency closed in March due to financial struggles after state aid cuts.
- Action: No action is required until the Laurel Municipal Inspection Agency (LMIA) develops its program to fill the void.
Coronavirus Response (Item 9E)
- Employee Leave: Recommendation to advance employees with symptoms up to ten days of sick leave.
- Emergency Declaration: Recommendation to declare a state of emergency for the borough, authorizing special procedures for public meetings.
Airport Grant (Item 9F)
- Action: Adoption of Resolution 2020-04 to authorize the President to sign documents associated with an airport grant.
Department Reports
- Police: Chief Wyland will provide a verbal report.
- Public Works: Director Jeff Evans will provide a verbal report.
- Community Development: Director Danea Koss will provide a verbal report.
- Recreation: Director Dirk Johnson will provide a verbal report.
- Other Boards: Codes Enforcement, Ebensburg Municipal Authority, Planning Commission, and Zoning Board reports are included or noted as having no activity.
