  • Item 11G: Approve minutes from the February 23, 2026 meeting.

3. Committee Reports & Business

  • Water, Wastewater & Stormwater Committee (Ball, Murphy & Stevens)

    • Item 6A: Accept and approve Inframark’s written report on Wastewater Treatment Plant Operations.
    • Item 6B: Accept and approve Inframark’s written report on Water Treatment Plant Operations.
    • Item 6C: Accept and approve Inframark’s written report on Collections & Distributions.
  • Streets Committee (Ball, Houser & Murphy)

    • Item 8A: Parking Enforcement. Staff will continue to evaluate options; no action required at this time.
    • Item 8B: LED Streetlight Conversion and Repair Agreement with FirstEnergy.
      • FirstEnergy is upgrading company-owned streetlights to energy-efficient LED fixtures.
      • The borough is asked to confirm acceptance of the agreement. Installation is scheduled for 2027.
      • Recommended Action: Approve the agreement with FirstEnergy.
  • Administration Committee (Houser, Jacoby & Kuhar)

    • Item 9A: Borough Manager Vacancy.
      • A clear lead candidate has emerged after interviews and background checks.
      • The search committee will propose a name to Council.
      • Start date: March 1, 2026. Annual salary: $100,000 plus benefits.
      • Recommended Action: Approve the employment contract with the new Borough Manager.
  • Human Relations & Diversity Committee (Jacoby, Kuhar & Stevens)

    • Item 10A: Hometown Hero Banners.
      • The Community Development Director and Borough Solicitor met with the VFW on January 23, 2026.
      • The Solicitor is finalizing details for the program roll-out.
      • Recommended Action: No action at this time.
  • General Business

    • Item 11A: Local Shares Grant (Memorial Field).
      • Two bids were received on March 17, 2026.
      • Elite Outdoors Services: $41,999. 87.
      • Becker Lawn Care: $68,000 (deemed incomplete due to missing bid security).
      • Recommended Action: Approve the lowest valid bid from Elite Outdoor Services for $41,999. 87.
    • Item 11B: Ball Field Leases.
      • Bishop Carroll Girls Softball for First Energy Field: $750/year.
      • Ebensburg Youth League (EYL) for McDonalds Field: $750/year.
      • Recommended Action: Approve both leases.
    • Item 11C: Public Works Equipment Purchase.
      • Council received proposals from Stephenson Equipment, Inc. for a 2026 JCB Tracked Skid Steer ($88,216. 00) and a lightly used 2024 Stewart Amos Star Street Sweeper ($212,460. 00).
      • An additional $3,500 discount was granted on the sweeper.
      • Recommended Action: Approve the purchase of both items for a grand total of $300,676. 00.
    • Item 11D: Assistant Chief of Police.
      • Written and oral examinations were held for the vacancy. One name was submitted to Council.
      • Recommended Action: Appoint Christopher Bopp as Assistant Police Chief at a rate of $33. 15 per hour.
    • Item 11E: Resignation of Cecilia Houser.
      • Council member Cecilia Houser is resigning effective March 31, 2026, due to new employment.
      • Recommended Action: Accept the resignation and advertise for letters of interest to fill the seat through December 2027.
    • Item 11F: AML/AMD Grant.
      • The Borough was awarded a $4,093,234. 20 grant for the dredging of Lake Rowena.
      • Only the dredging portion is being bid at this time to determine costs for the remainder of the project.
      • Recommended Action: Authorize the advertisement and formal bidding process for the dredging.
    • Item 11G: Minutes of Previous Meeting (Feb 23, 2026).
      • Recommended Action: Approve the minutes.
    • Item 11H: Financial Statement for February 2026.
      • Recommended Action: Approve the statement.
    • Item 11I: Bills for March 2026.
      • A list of bills totaling $696,669. 40 is submitted for approval.
      • Recommended Action: Approve the March 2026 financial statement and bills.

12. Department Reports

  • Item 12A: Police Department (Chief Loughran).
  • Item 12B: Public Works Department (Director Jerry Poruban).
  • Item 12C: Community Development (Director Danea Koss).
  • Item 12D: Recreation Department (Director Rebecca Williamson).
  • Item 12E: Building Permit Enforcement. A monthly report was forwarded to Council.
  • Item 12F: Ebensburg Municipal Authority. Minutes from the last meeting are included in the packet.
  • Item 12G: Planning Commission. No activity reported.
  • Item 12H: Ebensburg Zoning Hearing Board. A hearing was held on March 25, 2026, to consider a variance for 167 Lovell Avenue regarding rear and side setbacks for a garage. The variance was approved.
  • Item 12I: Code Enforcement. One violation was issued for a leaking heating oil tank.
