Agenda Items

1. Consent Agenda The following routine items are recommended for approval by a single motion:

  • Item 9A: Approval of the minutes from the March 25, 2019 meeting.
  • Item 9B: Approval of the financial statement and quarterly transfers for March 2019.
  • Item 9C: Approval of bills totaling $272,612. 59.

2. Appointments to Address Council

  • Item 8A (Full-time Police Position): A vacant full-time position has been advertised. Applications are due April 22nd, with the position expected to be filled in June.
    • Recommendation: Adopt Resolution #2019-02 to appoint Bill Gamble Municipal Police Testing of Oakdale as the written examination administrator.

  • Item 3A: Report on the Police Department.

4. Council President Comments

5. Water, Wastewater & Stormwater Committee (Houser, Kuhar & May)

  • Item 5A: Verbal report from Inframark on wastewater plant operations.
  • Item 5B (Wastewater Project): The project is 55% complete. Permanent street repair began on April 16th.
  • Item 5C (Stormwater Project): Work is expected to begin in May on East Ogle, West Lloyd, and South Julian Streets.
  • Item 5D (Virginia Street Sewer Project): Installation of the new sewer main is expected soon.
  • Item 5E (Chapter 94 Report): The annual report has been submitted to the DEP.
  • Item 5F (Wastewater Rules & Regulations): Proposed changes include an escalating surcharge scale for customers who fail to complete required remedial work (starting at 35% and increasing up to 100%).
    • Recommendation: Grant final approval to Ordinance #650.

6. Recreation Committee (Barber, Jacoby & May)

  • No specific items listed.

7. Street Committee (Cobaugh & Houser)

  • Item 7A (Traffic Ordinance): Proposed changes include prohibiting parking on Union Street, designating it as a tow-away zone, and creating 4-way stops at Julian/Ogle and Caroline/Sample intersections.
    • Recommendation: Grant final approval to Ordinance #649.
  • Item 7B (Sidewalk & Curb Project): Kishmo has completed work on South Caroline Street and begun West Triumph Street. Nine of 32 properties have elected to complete their own work.

8. Administration Committee (Barber, Jacoby & Kuhar)

  • See Item 8A under Appointments.

9. General Business

  • Item 9D (Sale of Equipment): Several pieces of equipment are being sold. The recommended actions are:
    • 2007 Zero-Turn Mower: Sell to Doug Hanlon for $1,965. 00.
    • 2008 Ford Ranger: Sell to Emily Makin for $1,567. 00.
    • 1999 International Truck: Sell to Kev’s Excavating for $5,201. 00.
  • Item 9E (Spring Clean-up): Scheduled for May 2 & 3.
  • Item 9F (LED Conversion of Streetlights): Final purchase of LED bulbs is needed to complete the conversion. Cost savings will pay for the conversion over four years.
