1. Consent Agenda The following routine items will be approved by a single motion unless a council member requests separate discussion:

  • Item 6A: Approve Inframark report on Wastewater Treatment Plant Operations.
  • Item 6B: Approve Inframark report on Water Treatment Plant Operations.
  • Item 6C: Approve Inframark report on Collection and Distribution Operations.
  • Item 11H: Approve minutes from the March 30, 2026 regular meeting.
  • Item 11I: Approve financial statements for March with quarterly transfers.

  • Item 6A: Accept and approve Inframark’s written report on Wastewater Treatment Plant Operations.
  • Item 6B: Accept and approve Inframark’s written report on Water Treatment Plant Operations.
  • Item 6C: Accept and approve Inframark’s written report on Collections & Distribution Systems.

7. Recreation Committee (Jacoby & Kuhar)

  • No specific items listed.

8. Streets Committee (Ball & Murphy)

  • Item 8A: Parking Enforcement
    • Staff recommends studying quotes for new parking meters and maintaining existing non-operational units.
    • Discussion is needed with Cambria County regarding a shared lot across from the courthouse. The existing kiosk is not working, and the structure providing power is for sale. A new electric meter must be installed if the County-owned structure is sold.
    • Recommended Action: No action required at this time.

9. Administration Committee (Jacoby & Kuhar)

  • Discussion on Ordinance #266 and a memo from the Solicitor regarding a potential resolution to amend taxes for mechanical amusement devices and skill games operated by for-profit businesses.

10. Human Relations & Diversity Committee (Jacoby, Kuhar & Stevens)

  • Item 10A: Hometown Hero Banners
    • The Community Development Director and Borough Manager discussed an agreement drafted by the Solicitor for the VFW.
    • The VFW withdrew their request to use light poles for the program via email.
    • Recommended Action: No further action recommended.

11. General Business

  • Item 11A: Lake Rowena Dredging Project Bid
    • An RFP for bids was due at 12 noon today. Staff hopes to recommend awarding the project tonight based on results.
    • Recommended Action: Approve the lowest qualified bid, if possible.
  • Item 11B: Request to Advertise: Meter Attendant Position
    • A need exists for a part-time parking meter attendant (5 days/week, max 6 hours/day, 30 hours/week) for enforcement and maintenance.
    • Recommended Action: Approve the ad with a revised job description approved by the Police Chief and Borough Manager.
  • Item 11C: Public Works Old Street Sweeper
    • Council received a proposal from Stephenson Equipment, Inc. for an $8,000 trade-in allowance for the old street sweeper.
    • Recommended Action: Approve the trade-in offer and authorize payment of 50% of the value ($4,000) to Cambria Township.
  • Item 11D: Electric Energy Generation Contract
    • The current contract expires in November 2026. Due to volatile energy markets, the Borough wants to lock in a long-term price. Consultants "Energy Made Human by Five" are assisting with pricing.
    • Recommended Action: Appoint the Manager to approve the best contract supply offer if pricing is not acceptable at the meeting.
  • Item 11E: Request to Advertise
    • Project involves Lake Rowena Park Improvement, including a new restroom and concession stand with trash enclosure.
    • Recommended Action: Approve an RFP for the new structure by motion.
  • Item 11F: Ebensburg Airport T-Hanger Renovations Project
    • Recommended Action: Approve the design of the Airport T-Hanger by GFT.
  • Item 11G: Minutes of Previous Meeting
    • The minutes of the March 30, 2026 meeting are presented for approval.
    • Recommended Action: Approve the minutes of the previous meeting.
  • Item 11H: Financial Statement
    • The financial statement for March 2026 is presented for approval.
    • Recommended Action: Approve the March 2026 financial statement.
  • Item 11I: Bills
    • A list of bills totaling $TBD for March 2026 is submitted for approval.
  • Item 11J: Council Vacancy
    • Recommended Action: Appointment to fill the council vacancy left by Cecilia Houser’s term ending December 31, 2027.
  • Item 11K: Approve Quarterly Transfers for 1st Quarter of 2026
    • Recommended Action: A motion to approve the transfers.

12. Department Reports

  • Item 12A: Police Department: Chief Loughran submitted a written report on activities during the month.
  • Item 12B: Public Works Department: Director Jerry Poruban submitted a written report on activities during the month.
  • Item 12C: Community Development: Director Danea Koss submitted a written report on activities during the month.
  • Item 12D: Recreation Department: Director Rebecca Williamson submitted a written report on activities during the month.
  • Item 12E: Building Permit Enforcement: A monthly building permit report was forwarded to Council.
  • Item 12F: Ebensburg Municipal Authority: A copy of the minutes from the last municipal authority meeting is included in the packet.
  • Item 12G: Planning Commission: No activity.
  • Item 12H: Ebensburg Zoning Hearing Board: No report.
  • Item 12I: Code Enforcement Property Violations Issued: No report.
