Key Agenda Items & Reports
Consent Agenda (Routine Items) The following items are considered routine and will be acted upon by a single motion unless a council member requests separate discussion:
- Approval of Inframark reports for Wastewater and Water Treatment Plant Operations.
- Approval of minutes from the March 24, 2025 meeting.
- Approval of the financial statement for March and quarterly transfers.
- Approval of bills for April.
Water, Wastewater & Stormwater Committee
- Waterline Replacement: Guyer Brothers is on schedule, having installed 100% of the main line and 96% of service installations.
- Stormwater Project: Liberoni Construction has received substantial completion, pending final work on Highland Avenue.
Recreation Committee
- GTRP Grant: The Recreation Board is applying for a grant to convert two basketball courts at Memorial Field into pickleball courts. A 15% match is required.
- Lake Rowena Grant: The Borough was awarded a full grant of $4,093,234. 20 for dredging Lake Rowena and related improvements (docks, playground equipment, etc. ). Staff is authorized to prepare specifications and solicit bids.
- Board Vacancies: Melanie Boland and Ashley Bobby are recommended for appointment to the Recreation Board.
Streets Committee
- Parking Enforcement: Council previously voted to move toward free two-hour parking. Staff is working with police on implementation details.
- RRFB Project: A Local Share Account Grant of $52,747. 00 was received for a Rectangular Rapid Flashing Beacon on High Street. The low bid from M and B Services, LLC is recommended for approval at $96,471. 18.
Administration Committee
- New Hire: Ms. Tammy Young has accepted the position of Billing Clerk and will work alongside Rose Myers until her retirement in mid-June.
- Summer Hires: The following individuals were hired for summer employment:
- Public Works: Bob Koscho, Noah Bagley, Sophie Bequet, Alec Prokop, Carter Rummel, William Tremel, Max Bradley, Sam Tremel, Theodore Gallagher.
- Landscaper: Matt Evans.
- Intern: Summer Koss.
- Pool Manager: Abbey O’Brien (7th year).
- Head Lifeguard: Kayden Magulick (4th year).
- Returning Lifeguards: Loralyn Simmers, Maya Sirsikar, Naveen Sirsikar, Gwen Foder, Maggie McCullough, Brode Ryan, Jemma Sikora, Vickie Griffiths, Ian Estep, Gus Ryan, Regan Tronzo, Ally Kabo.
- New Lifeguards: Maddy Wandel, Bryn Wandel, Ella Conrad, Bella Mesoras, Izzy Obrien, Kendel Magulick, Allie Morgan.
- Limited Hours: Aubrey Kabo, Jaycee Kleinstuber, Karlee Nileski, Joey McFadden, Isaac Oravac.
- Pay Rates: Public works/lifeguards ($10. 50/hr), Head lifeguard ($11. 50/hr), Pool manager ($14. 50/hr), Landscaper ($12. 30/hr).
General Business
- Ordinance #674 (Stray/Feral Cats): Residents are prohibited from feeding stray or feral cats if it causes a nuisance or health hazard. Responsible parties must ensure cats are vaccinated and spayed/neutered.
- SRO Agreement: Holy Name School has approved the School Resource Officer (SRO) agreement. Officers completed training on April 25, 2025.
- Skills Machines: The Planning Commission will review zoning ordinances regarding "skills machines" (gaming parlors), vape/tobacco shops, and potential marijuana dispensaries. Council also discussed a potential "Amusement Tax. "
- Resolution #2025-01: A resolution supporting the Pennsylvania Commission for the United States Semiquincentennial (America250PA).
- Bills: A list of bills totaling $290,375. 64 for April 2025 is submitted for approval.

- Building Permits: A monthly report was forwarded to Council.
- Municipal Authority: Minutes from the last meeting are included in the packet.
- Planning Commission & Zoning Hearing Board: No activity reported.
