Agenda Items
1. Consent Agenda The following items are considered routine and will be acted upon by a single motion unless a council member requests separate discussion.
- Item 5B: Record that the April 18, 2019 Sippel traffic accident report was forwarded to municipal authority.
- Item 9A: Approve minutes from the March 25 and April 22, 2019 regular meetings.
- Item 9B: Approve the financial statement.
- Item 9C: Approve payment of bills. Note: Councilor Barber will abstain from voting on the bill owed to Barber Oil Company.
2. Appointments to Address Council
- Item 2A: Pat Tsikalas Mr. Tsikalas will express displeasure regarding borough services, specifically citing inadequate trash collection, the sidewalk project, and damage to his property.
3. Mayor’s Report
- Item 3A: Report on Police Department activities.
4. Council President Comments
5. Water, Wastewater & Stormwater Committee (Houser, Kuhar & May)
- Item 5A: Verbal report from Plant Supervisor Mark Wirfel on wastewater plant operations.
- Item 5B: Wastewater Project The project is 66% complete, though 81% of the contract time has elapsed. Street and sidewalk restoration is progressing well, but yard restoration is slower. A vehicle accident involving a Sippel loader was referred to municipal authority.
- Item 5C: Stormwater Project Basin delivery is expected this week for work on East Ogle Street, West Lloyd Street, and South Julian Street.
- Item 5D: Virginia Street Sewer Project Installation of the new sewer main is expected soon.
- Item 5E: Inframark Contract The contract for wastewater plant operation is on a year-to-year basis with a 2% annual fee increase. The monthly fee will rise from $46,866 to $47,803 starting June 1st.
5F. Filter Plant Performance Evaluation The Department of Environmental Protection rated the Ebensburg water treatment plant with an overall "Commendable" performance rating (the highest possible) following an evaluation on March 26-27. Staff under Luke Byrne were commended for their professionalism.
6. Recreation Committee (Barber, Jacoby & May)
- Item 6A: Assistant Tennis Professional Brandon Statler has left for another facility. Kourtney Cavalier is assisting in the interim while a replacement is sought.
7. Street Committee (Cobaugh & Houser)
- Item 7A: Sidewalk & Curb Project Kishmo has completed curbs and sidewalks on South Caroline Street. Work on West Triumph Street is delayed by gas line construction, but progress continues on South Marian Street.
8. Administration Committee (Barber, Jacoby & Kuhar)
- Item 8A: Full-time Police Position Four candidates advanced to the oral exam stage after a written test on May 8th. The oral exam is scheduled for May 23rd before evaluators Joe Stephan, Karen Fugini, and Gary Makosy. The Civil Service Board will certify the top three candidates on May 28th. A special council meeting is scheduled for Monday, June 10th at 6:30 p. m. to approve the final hiring.
9. General Business
- Item 9A: Approve minutes of previous meetings.
- Item 9B: Approve the April 2019 financial statement.
- Item 9C: Bills A list of bills totaling $502,619. 60 is submitted for approval. This includes an account of $1,100. 33 payable to Barber Oil Company, on which Councilor Barber will abstain.

- Item 10B: Public Works Department (Director Jeff Evans)

- A variance to the front setback was approved for a new residence at 508 North Spruce Street.
