Agenda Items
1. Consent Agenda The following routine items will be approved by a single motion unless a council member requests separate discussion:
- Item 6A & 6B: Approval of Inframark reports for Wastewater and Water Treatment Plant Operations.
- Item 11C: Approval of minutes from the April 28, 2025 regular meeting.
- Item 11D: Approval of the April financial statement and quarterly transfers.
- Item 11E: Approval of bills for May.
2. Appointments to Address Council
- Open floor for appointed officials to speak.
3. Consideration of Any Motion(s) to Amend Agenda
- Opportunity to add or change agenda items.
4. Mayor’s Report
- Item 4A: Report on the Police Department.
5. Council President Comments
- Open floor for comments from the Council President.
6. Water, Wastewater & Stormwater Committee
- Item 6A & 6B: Accept and approve written reports from Inframark regarding operations, projects, and activities at the wastewater and water plants.
- Item 6C: Waterline Replacement Project
- Status: Proceeding on schedule. Guyer Brothers has installed 100% of the main line (including Lovell Avenue) and 99% of service installations.
- Next Steps: Contractor is testing lines and preparing for connection to the vault on Ann Street. Restoration has begun.
- Timeline: Project anticipated to be complete by the end of next month.
- Item 6D: Stormwater Project
- Status: Liberoni Construction was issued substantial completion, except for work needed on Highland Avenue.
- Next Steps: The Authority is negotiating to get the remaining work completed.
7. Recreation Committee
- Item 7A: Greenways, Trails and Recreation Program Grant (GTRP)
- Decision: The Recreation Board recommends not submitting an application to transform two basketball courts at Memorial Fields into pickleball courts.
- Reasoning: The Board wishes to receive community input regarding the current use of the roller rink at Lake Rowena before considering that area for pickleball courts.
- Action: Rescind last month's approval to proceed with the grant application.
- Item 7B: Tennis Center Fire Alarm System
- Issue: The system has been malfunctioning frequently. Due to the age of the system, replacement parts are unavailable.
- Bids Received:
- Gittings Security: $14,440. 00
- Bettwy Systems: $22,974. 62
- Recommended Action: Approve the low bid from Gittings Security for $14,440. 00.
8. Streets Committee
- Item 8A: Parking Enforcement
- Context: Council voted in January to move from metered parking to free two-hour parking. Staff is working with Police to develop an implementation plan.
- Update: Cambria County Commissioners want their parking spots unchanged. These spaces will become permit parking and 4-hour parking for court business only.
- Action: No action required at this time; staff continues to work on the plan.
- Item 8B: Rectangular Rapid Flashing Beacon (RRFB)
- Status: Contract awarded to M and B Services, LLC last month.
- Timeline: Project expected to begin this summer and complete within 30 days of the start date.
- Action: No action required at this time.
9. Administration Committee

11. General Business
- Item 11A: Update regarding SRO for Holy Name School
- Status: The School Resource Officer (SRO) began on April 29, 2025.
- Next Steps: Operating through May will provide feedback as both parties intend to re-enter into an SRO agreement for the 2025-26 school year.
- Action: No action required at this time.
- Item 11B: Skills Machines
- Context: The Planning Commission met on May 1st to review potential zoning changes for "skills machines" (gaming parlors), vape/tobacco shops, CBD shops, and potential marijuana dispensaries.
- Discussion: The idea of resurrecting an "Amusement Tax" applicable to skills machines and other gaming devices was discussed.
- Next Steps: Staff will research how other municipalities handle this issue and make recommendations at a future meeting.
- Action: No action required at this time.
12. Department Reports
- Item 12A: Police Department – Written report from Chief Loughran.
- Item 12B: Public Works Department – Written report from Director Josh Surkovich.
- Item 12C: Community Development – Written report from Director Danea Koss.
- Item 12D: Recreation Department – Written report from Director Rebecca Williamson.
- Item 12E: Building Permit Enforcement – Monthly building permit report forwarded to Council.
- Item 12F: Ebensburg Municipal Authority – Copy of minutes from the last municipal authority meeting included in the packet.
- Item 12G: Ebensburg Planning Commission – Met on May 1, 2025.
- Item 12H: Ebensburg Zoning Hearing Board – No activity.
