Key Agenda Items & Decisions

Consent Agenda

The following routine items are recommended for approval by a single motion:

  • Reports: Approval of Inframark reports for Wastewater and Water Treatment Plant Operations.
  • Minutes: Approval of the April 22, 2024 meeting minutes.
  • Financials: Approval of the April financial statement and payment of May bills.

Water, Wastewater & Stormwater Committee

  • PennVEST Funding (Resolutions #2024-03 & #2024-04): Authorization to execute documents for a maximum loan amount of $3,389,310. 00 related to the 2024 Storm Sewer Project.
  • Lease Amendment (Resolution #2024-05): An amendment to the lease agreement with the Ebensburg Municipal Authority. This increases the annual lease payment to cover debt service on nine outstanding PennVEST loans, including the pending Storm Sewer loan.

Recreation Committee

  • Tennis Center Repairs: The ceiling is experiencing worsening moisture problems. Repair costs are estimated at $110,000–$120,000 for the ceiling and $85,000 for the walls. The committee recommends bidding on the ceiling repairs now, with an option to do the walls within 12 months.
  • Safety Beacons (Resolution #2024-06): Approval of a grant to purchase and install two flashing beacons at the intersection of West High Street and Julian Street. The cost has been updated to $52,747.
  • Memorial Field Agreements: Approval of agreements for the Youth League Baseball ($660/year) and Youth Softball Association ($2,200/year).

Streets Committee

  • County Aid (Resolution #2024-07): Authorization to apply for $7,500. 00 in aid from the County Liquid Fuels tax fund.

Administration Committee

  • Public Works Director Stipend: A recommendation to offer a stipend of $300 for a full day or $150 for a half day of work for preapproved non-emergency repairs.
  • Police Collective Bargaining Agreement: A new 4-year agreement was signed on April 25, 2024, with wage adjustments effective retroactively to January 1, 2024.

General Business

  • Municipal Airport: Staff will update the Council regarding inspections by Diviney & Associates to ensure compliance with engineering drawings.
  • Municipal Parking Lot: The current lease expires in August. A potential buyer has proposed a new long-term lease, which was not approved last month. Council directed staff to secure an appraisal for the property.
  • Financials: Approval of the April 2024 financial statement and payment of bills totaling $463,348. 79 for May 2024.
