Key Agenda Items & Decisions
Consent Agenda (Routine Items) The following items are considered routine and will be acted upon by a single motion unless a council member requests separate discussion.
- Item 6D & 6E: Approve reports from Inframark regarding Wastewater and Water Treatment Plant Operations.
- Item 11D: Approve minutes from the April 24, 2023 regular meeting and the May 8, 2023 special meeting.
- Item 11E: Approve the financial statement for April.
- Item 11F: Approve payment of bills for May.
Water, Wastewater & Stormwater Committee
- Ordinance #666 (Unit Debt Act): The council is asked to rescind the final approval of Ordinance 666 from the April 24 meeting due to improper advertising. A new final approval is recommended for a loan guarantee of $622,000.
- Water Project (Lead and Copper Rule): The Municipal Authority has started the design phase for a water line replacement project. Residents in the project area are urged to complete and return mailers regarding their incoming service lines to help expedite funding.
- Inframark Reports: Accept and approve written reports on operations, projects, and activities for both the wastewater and water plants.
Street Committee
- High Street Waterline Repairs: Final paving repairs for last year's project are delayed until May 17th due to cold weather. Completion is expected by May 24th, weather permitting.
- 2023 Street Paving Project: Bids were opened on May 18, 2023. The estimated project cost is $185,580.
- Quaker Sales Corporation: $183,968. 00
- New Enterprise Stone & Lime: $175,572. 30
- Recommendation: Award the contract to the lowest bidder, New Enterprise Stone & Lime Co. , Inc.
Administration Committee
- Police Chief Retirement: Long-time Police Chief Terry Wyland has announced his retirement effective July 1, 2023. The position is now open for applications.
- Police Memorandum of Understanding (MOU): The council is asked to approve an amendment to the police contract. This change removes the requirement for the Police Chief and Assistant Chief to live within the Borough. Officers hired after November 2009 must still reside within 15 air miles of the Borough.
General Business
- West Chester Amicus Brief: The council is asked to sign a brief supporting West Chester, PA, in an appeal regarding stormwater fees. This action carries no financial or legal obligation for Ebensburg.
- Sale of Borough Equipment: Council approved the sale of various equipment via Municibid. The highest bids are:
- LeeBoy Roller: $3,010. 00 (Justin DoRego)
- Case Backhoe: $25,900 (Luke Byrne)
- Mower Deck: $429 (William Colbath)
- 2011 Dodge Ram: $8,600 (Tanner Walter)
- Northstar Skid Sprayer: $2,285 (Anthony Vega)
- Total: $40,224. 00
- Resolution #2023-03: Approve the determination that a 2015 Ford Explorer used by the Police is worth over $1,000 and authorize its advertisement for sale.
- Financials: Approve the April 2023 financial statement and the payment of bills totaling $493,095. 14 for May 2023.
