Key Agenda Items & Decisions
1. Consent Agenda The following routine items are recommended for approval by a single motion:
- Approval of the minutes from the April 26, 2021 meeting.
- Approval of the financial statement.
- Approval of bill payments totaling $418,910. 83.
2. Recreation Committee (Items 6A–6C)
- Dog Park Easement: Council is asked to approve an easement between T 5 Properties (Ebensburg Animal Hospital) and the Borough for $1. 00 to establish a dog park.
- Grant Commitment: Council is asked to approve a letter of commitment to the DCNR, valuing land and water line installation as the required 15% local match for a grant application.
- Board Appointment: Council is asked to appoint Rory Coleman to the Ebensburg Recreation Board to complete the unexpired term of Chuck Marcinko until December 2023.
3. Street Committee (Items 7A–7D)
- Sidewalk Project: Ameron Construction is nearing completion on West Horner Street and has begun excavation on West Crawford. The project is scheduled to finish by July 31, 2021.
- Paving Project: Bids for resurfacing streets will be advertised May 27 and June 3, with bids opening June 22. The estimated cost is $546,514.
- Audible Signals: Council is asked to approve the purchase and installation of audible signals at Center and High Street for $7,787. 50 to improve safety for visually impaired pedestrians.
- Liquid Fuels Funds: Council is asked to approve the annual application to Cambria County for an allocation of the County Liquid Fuels Tax Fund.
4. Administration Committee (Items 8A–8C)
- Pension Officer: Council is asked to appoint the Borough Manager as the Chief Administrative Officer for all Borough Pension Plans.
- Pension Plan: Council is asked to approve an agreement with Empower Retirement for the administration of the Borough’s 457(b) and new 401(a) plans. The cost is $3,800 per year plus a 1. 4% asset-based fee.
- New Hires: Council is asked to make a matter of record that Skylar Bloom, Olivia Griffith, Ben Young (office assistants), and Jewel Sikora (lifeguard) have been hired at a rate of $8. 50/hr.
5. General Business (Item 10D)
- Airport Project: Bids are being sought for the rehabilitation of taxiways and the apron at Ebensburg Airport. A pre-bid meeting is scheduled for May 26, 2021. The project is funded at 100% by FAA funds through the CARES Act, requiring no local match.
6. Department Reports Written reports have been submitted by the following directors:
- Police Department (Chief Wyland)
- Public Works Department (Director Jeff Evans)
- Community Development (Director Dana Koss)
- Recreation Department (Director Dirk Johnson)
7. Other Reports
- Codes Enforcement: A monthly report was forwarded to Council.
- Municipal Authority: Minutes from the last meeting are included in the packet.
- Planning Commission & Zoning Board: No activity reported.
