Key Agenda Items & Updates
Consent Agenda (Items 9A-9C)
- Approval of minutes from the May 20, 2019 meeting.
- Approval of financial statements and bills totaling $354,995.29.
- Note: Councilor Scot May will abstain from voting on a bill for $143. 10 owed to him.
Appointments to Address Council
- Terry Powers (Item 2A): Representing the Humane Society to discuss a potential dog park and thank borough staff for assistance with a project.
- Melanie Boland (Item 2B): To discuss stormwater management issues along Poplar Street.
Water, Wastewater & Stormwater Committee
- Wastewater Plant: Plant Supervisor Mark Wirfel will provide a verbal report on monthly activities.
- Wastewater Project: Work continues on the north side; main installation expected to finish in June.
- Stormwater Project: Work begins this week on East Ogle, West Lloyd, and South Julian Streets.
- Laurelbrook Road Water (Item 5E): A plan is proposed to replace 400 feet of old 4-inch water main east of Crestwood Drive.
- Action Required: Advertise for bids to replace the main and install a new fire hydrant.
Recreation Committee
- Swim Club (Item 6A): A new YPCC Swim Team program is being proposed for swimmers until 9th grade.
- Operator: Rory Coleman’s LLC, Kickboard Consulting, will run the program.
- Finances: Fees will cover costs; excess proceeds go to Kickboard. Practices will be held at the school and borough pools.
Street Committee
- Sidewalk & Curb Project (Item 7A): Project is complete pending final inspection. Property owners have six months to complete repairs on their own.
- Street Resurfacing (Item 7B):
- Cost: Updated estimate is $652,000 (up from $490,000) due to higher paving costs and extra milling required for Marian, Julian, and Caroline streets.
- Funding: $106,700 County Aid, $25,000 Peoples Gas, $175,000 wastewater reserve, and $345,300 Liquid Fuels.
- Action Required: Authorize seeking bids for resurfacing in July (postponed from June to allow gas company work to finish).
- Gas Project (Item 7C): Peoples Gas is completing work south of High Street by the end of August. The 2020 sidewalk project is split into east and west contracts; the west side cannot begin until the gas project is finished.
Administration Committee
- Full-time Police Position (Item 8A): Three finalists have been interviewed.
- Action Required: Approve hiring a full-time police officer effective June 24th, subject to medical and psychological exams.
General Business
- 2020 Census (Item 9D): Borough staff has submitted boundary certifications. Residents are encouraged to participate online, by mail, or phone.
- Local Use of Radar (Item 9E): Resolution #2019-03 is proposed to support a law allowing municipal police to use radar for speed detection.
- Property Maintenance (Item 9F): Spring inspections resulted in 42 violation notices mailed in early June for issues like high grass, abandoned vehicles, and garbage.
