Agenda Highlights

1. Consent Agenda The following routine items are recommended for approval by a single motion:

  • Inframark Reports: Approval of reports for Wastewater Treatment Plant, Water Treatment Plant, and Collection/Distribution Operations.
  • Minutes: Approval of the May 18, 2026 regular meeting minutes.
  • Financials: Approval of financial statements for May and payment of bills for June.

2. Water, Wastewater & Stormwater Committee (Ball, Murphy & Stevens)

  • Inframark Reports: Acceptance of written reports regarding operations and projects at the wastewater and water plants.
  • Storm Water Encroachment: Report on a blockage in the storm water conveyance system between East Crawford and North Caroline streets caused by a Peoples Gas line.
    • Action: Discussion regarding repair costs and reimbursement from Peoples Gas. A plan to lower the gas line and repair the storm water pipe has been agreed upon verbally.

3. Recreation Committee (Jacoby & Kuhar)

  • Lake Rowena Shoreline Stabilization: Request to advertise an RFP for shoreline stabilization. The Borough is working with the PA Fish and Boat Commission on permits, as grant funds cannot be transferred between state agencies.
  • Concession Stand Construction: Bids have been solicited for a new concession stand with restrooms.
    • General Construction Bids: Joe's ($828,665), Penn Installations ($460,194), Darr Construction ($470,000).
    • Mechanical/HVAC Bids: Darr Construction ($108,690), K & K Plumbing ($98,024), Ace Plumbing ($69,900).
    • Electrical Bids: Darr Construction ($71,950), Weaver Knight ($66,345), Top Ridge ($62,600).
    • Action: Motion to award the lowest qualified bid for the construction of the new Concession Building.

4. Streets Committee (Ball & Murphy)

  • Parking Enforcement Study: Review of a Parking Meter Study by summer intern Ella Persio.
  • County Agreement: Staff has held discussions with County officials regarding the existing parking agreement and the use of the ParkMobile app.

5. Other Business & Reports

  • Mayor's Report: Includes a report on the Police Department.
  • Planning Commission (Item 12G): Recommendation to approve the Orlu lot line replot and sale of a 700 square foot parcel from Ebensburg Borough for $1,340. The plan includes an easement granting Orlu the right to cross Borough-owned property to access the parcel.
  • Code Enforcement: Report on property violations issued (warnings).

6. Public Sessions

  • Public Comments: Invited at the beginning and end of the meeting.
  • Media Comments/Questions: Invited to comment on any issues.
  • Executive Session: Scheduled to discuss personnel and real estate matters.
