Agenda Items
1. Consent Agenda The following routine items will be approved by a single motion unless a council member requests separate discussion:
- Item 6A & 6B: Approve reports from Inframark regarding Wastewater and Water Treatment Plant Operations.
- Item 11G: Approve minutes from the May 19, 2025 regular meeting.
- Item 11H: Approve the financial statement for May.
- Item 11I: Approve payment of bills for June (Totaling $341,117. 33).
2. Appointments to Address Council
- Item 4A: Report on the Police Department.

6. Water, Wastewater & Stormwater Committee (Ball, Miller & Murphy)
- Item 6A & 6B: Accept and approve written reports from Inframark on Wastewater and Water Treatment Plant operations.
- Item 6C: Waterline Replacement Project
- Guyer Brothers has installed essentially 100% of the main line (including Lovell Avenue) and service installations.
- The contractor is testing lines and preparing for the evacuation of the old system.
- Restoration has begun; completion is anticipated by the end of the month.
- Item 6D: Stormwater Project
- A. Liberoni Construction received substantial completion, except for work on Highland Avenue.
- Remaining work on Highland Avenue started last week and is expected to finish by the end of next week.
7. Recreation Committee (Jacoby, Kuhar & Miller)
- Item 7A: YPCC Moisture Problems
- The YPCC is experiencing moisture issues similar to those at the Tennis Center.
- A proposal has been made to line the ceiling with a membrane to prevent thermal barrier compromise.
- Estimated repair cost: $61,750.
- Action: Approve the Recreation Director to prepare bids and advertise for the ceiling repair.
8. Streets Committee (Ball, Houser & Murphy)
- Item 8A: Parking Enforcement
- Council previously voted to move from metered parking to free two-hour parking.
- Staff is working with Borough Police on implementation details.
- Cambria County Commissioners requested their parking spots remain unchanged; these will be used for permit and 4-hour court business parking only.
- Item 8B: Rectangular Rapid Flashing Beacon (RRFB)
- Contract awarded to M and B Services, LLC.
- Project anticipated to begin this summer and complete within 30 days of the start date.

11. General Business
- Item 11A: RACRA Lease
- The lease between Ebensburg Borough and RACRA expires December 31 of this year.
- RACRA has requested a one-year extension and consideration for an extended lease.
- Item 11B: TranSystems Proposal (T-Hangar Renovations)
- Proposal for engineering services regarding T-hangar renovations at the Airport.
- Cost: $68,200.
- Costs to be covered by grants.
- Item 11C: Skills Machines
- Review proposed definitions and zoning changes.
- Discuss enactment/resurrection of amusement or mechanical device tax.
- Item 11D: Parking within Front Yards
- Discuss potential for an ordinance addressing parking in front yard lawn areas.
- Item 11E: Planning Commission Appointment
- David Petrosky submitted a letter of interest for one of two vacancies.
- Action: Appoint Dave Petrosky to the Planning Commission for a four-year term, effective immediately until December 2028.
- Item 11G: Approve minutes of the May 19, 2025 regular meeting.
- Item 11H: Approve the May 2025 financial statement.
- Item 11I: Approve bills totaling $341,117. 33 for June 2025.

- Item 12A: Police Department: Chief Loughran submitted a written report on activities during the month.
- Item 12B: Public Works Department: Director Josh Surkovich submitted a written report on activities during the month.
- Item 12C: Community Development: Director Danea Koss submitted a written report on activities during the month.
- Item 12D: Recreation Department: Director Rebecca Williamson submitted a written report on activities during the month.
- Item 12E: Building Permit Enforcement: A monthly building permit report was forwarded to Council.
- Item 12F: Ebensburg Municipal Authority: Minutes from the last municipal authority meeting are included in the Council’s packet.
- Item 12G: Ebensburg Planning Commission
- Met on June 5, 2025, and recommended two plans for approval:
- A. Approve the Cambria County Minor Subdivision and Merger.
- B. Approve the Wess Final Minor Subdivision.
- Met on June 5, 2025, and recommended two plans for approval:
- Item 12H: Ebensburg Zoning Hearing Board: No activity.
- Item 12I: Code Enforcement Property Violations Issued
- Total of 9 violations issued:
- 4 for shrubs and vegetation
- 1 for nuisance vehicles
- 1 for broken window
- 1 for condition of garage
- 2 for junk on property
