Call to Order & Pledge of Allegiance

  • Public Comments: The public is invited to comment on any agenda item.

1. Consent Agenda

  • Note: These items are routine and will be acted upon by a single motion unless a council member requests separate discussion.
    • Item 9A: Record the hiring of summer employees.
    • Item 11A: Approve minutes from the May 23, 2022 meeting.
    • Item 11B: Approve the financial statement for May.
    • Item 11C: Approve payment of bills for June.

2. Appointments to Address Council

  • Dave Lester (Nathan’s Divide): Will provide information regarding a possible grant for developments or improvements at the reservoir property.

4. Mayor’s Report

  • Item 4A: Report on the Police Department.

6. Water, Wastewater & Stormwater Committee (Ball, Kuhar & Miller)

  • Item 6A: Report from Inframark on Wastewater Treatment Plant Operations.
  • Item 6B: Report from Inframark on Water Treatment Plant Operations.
  • Item 6C: High Street Water Line Replacement Project
    • Notice to proceed was issued June 1, 2022; work began June 20.
    • Substantial completion is expected by September 29, 2022.
    • Final completion is estimated for November 28, 2022.

7. Recreation Committee (Jacoby, Miller & Owatt)

  • Item 7A: Dog Park
    • A meeting between the Rotary and Recreation Committee will be scheduled to discuss administration of construction once necessary parties gather required information.

8. Street Committee (Ball, Houser & Owatt)

  • Item 8A: 2022 Street Paving Project
    • Bids were opened on June 21, 2022. Four bids were received with required bid bonds.
    • Estimated Cost: $295,156. 67.
    • Bids Received:
      • HRI, Inc. : $306,026. 40
      • New Enterprise: $280,073. 80
      • Quaker Sales: $277,235. 50
      • Grannas Brothers: $269,988. 29
    • Recommended Action: Award the project to the lowest bidder, Grannas Brothers.

9. Administration Committee (Houser, Jacoby & Kuhar)

  • Item 9A: Summer Hires
    • All summer positions have been filled. Recommended action is to make it a matter of record that the following persons will be hired at $10.50 per hour:
      • Office Assistant: Cassidhe Shetter (Indiana, PA)
      • Lifeguards: Taylor Ream (Sylvan Glen), Maggie McCullough (The Lane)
  • Item 9B: Public Works Director
    • Jeff Evans retired effective June 16. Three applications were received and interviewed on June 20. The Committee will make a recommendation to Council in an executive session at the end of the meeting.
  • Item 9C: AFSCME Contract
    • Negotiations have commenced for the current contract expiring December 31, 2022.

  • Item 11A: Approve minutes of the May 23, 2022 regular meeting.
  • Item 11B: Approve the May 2022 financial statement.
  • Item 11C: Bills
    • A list of bills totaling $284,165. 12 for June 2022 is submitted for approval.

  • Item 12A: Police Department: Written report submitted by Chief Wyland.
  • Item 12B: Public Works Department: Written report submitted by Director Jeff Evans.
  • Item 12C: Community Development: Written report submitted by Director Danea Koss.
  • Item 12D: Recreation Department: Written report submitted by Director Dirk Johnson.
  • Item 12E: Codes Enforcement: Monthly report forwarded to Council.
  • Item 12F: Ebensburg Municipal Authority: Minutes of the last meeting included in the packet.
  • Item 12G: Ebensburg Planning Commission: No activity.
  • Item 12H: Ebensburg Zoning Board
