Agenda Items

1. Consent Agenda The following routine items will be approved by a single motion unless a council member requests separate discussion:

  • Item 6A & 6B: Approval of Inframark reports for Wastewater and Water Treatment Plant Operations.
  • Item 11F: Approval of minutes from the June 24, 2024 regular meeting and July 1, 2024 special meeting.
  • Item 11G: Approval of the financial statement for June.
  • Item 11H: Approval of bill payments for July.

  • Item 4A: Report on the Police Department.

6. Water, Wastewater & Stormwater Committee (Ball, Miller & Murphy)

  • Item 6A & 6B: Accept and approve written reports from Inframark regarding operations, projects, and activities at the wastewater and water treatment plants.
  • Item 6C: Waterline Replacement Project
    • The project is on schedule. Guyer Brothers has installed approximately 48% of the mainline.
    • Service installations began in mid-June, and a second crew has started work.
  • Item 6D: Stormwater Project
    • This project involves installing approximately 5,515 feet of storm sewer piping (sizes ranging from 60" to 15") and related appurtenances.
    • Work will take place on West Highland Avenue, N. Julian Street, and other specified locations.
    • The contract was awarded to A. Liberoni, Inc. , for $1,727,128. 67.
    • A pre-construction meeting is scheduled for Wednesday, July 24th. The project is expected to take seven months.

7. Recreation Committee (Jacoby, Kuhar & Miller)

  • Item 7A: Tennis Center
    • The center is experiencing worsening moisture problems.
    • A bid was awarded to Sports Interiors for $114,751. 00 to install a ceiling membrane.
    • Work is scheduled to begin the second week of August.
  • Item 7B: Recreation Director
    • A conditional offer of employment has been made to Rebecca Williamson, pending pre-employment clearances.
    • Start date: August 12th.
    • Annual salary: $50,000.

  • Item 9A: Billing Department
    • A long-term employee is anticipating retirement within a year. The committee will meet to discuss succession planning.

10. Human Relations & Diversity Committee (Kuhar & Houser)

11. General Business

  • Item 11A: Ebensburg Municipal Airport
    • RACRA plans to shore up the hangar building, which requires structural repairs.
    • Engineering firm Diviney & Associates noted that roof purlins are deteriorating and recommended they be replaced or sistered before the building is occupied.
  • Item 11B: Municipal Parking Lot
    • The Borough made a formal offer of $250,000 (plus $2,500 for closing costs) to purchase a lot based on an independent appraisal.
    • The offer was accepted by the owner.
  • Item 11C: Parking within the Borough
    • Staff is conducting a comprehensive review of all paid parking, including on-street and lot parking, to evaluate fees and rules for monthly passes.
  • Item 11D: Parking behind the Borough building
    • Due to increased use, the lot is temporarily open to the public in non-employee spaces during non-business hours (6 p. m. to 6 a. m. weekdays).
    • During business hours, vehicles not involved in borough business will be ticketed.
    • Employee-designated spaces are reserved for employees with special passes; unauthorized vehicles will be ticketed.
    • The public is prohibited from parking in the lot during Borough or Mainstreet Partnership events.
  • Item 11E: Sidewalk Loan
    • The Borough took out a $550,000 loan in 2021 for sidewalk projects.
    • The Sidewalk Reserve fund now has enough money to pay off the remaining loan balance of approximately $230,000.
    • The recommended action is to approve the payoff and transfer remaining funds to a PLIGIT account for better interest yield.
  • Item 11F: Minutes of Previous Meeting(s)
    • Approval requested for minutes from the June 24, 2024 regular meeting and July 1, 2024 special meeting.
  • Item 11G: Financial Statement
    • Approval requested for the June 2024 financial statement and second-quarter transfers.
  • Item 11H: Bills
    • Approval requested for bill payments totaling $767,965. 17 for July 2024.
