Ebensburg Borough Council Meeting Agenda

Key Agenda Items & Reports

1. Consent Agenda The following routine items are recommended for approval by a single motion:

  • Approval of the minutes from the June 25, 2018 meeting.
  • Approval of the Financial Statement and quarterly transfers.
  • Approval of bills totaling $307,784. 26.
  • Final approval for the Ebensburg Animal Hospital land development application at 922 Rowena Drive.

2. Appointments to Address Council

  • Public Service Awards: Thomas Gramling (1st Vice-President of the Pennsylvania State Association of Boroughs) will present service awards to borough officials.
  • Sidewalk Opinion: Michael Owatt of 612 North Caroline Street will speak regarding his opinion that sidewalks are not necessary on either side of North Caroline Street.

3. Mayor's Report

  • A verbal report on Police Department activities will be provided by Chief Wyland.

4. Council President Comments

  • Open floor for comments from the Council President.

5. Water, Wastewater & Stormwater Committee (Houser, Kuhar & May)

  • Wastewater Plant Operations: Plant Supervisor Mark Wirfel will provide a verbal report on projects and activities.
  • Wastewater Project: Updates on the project in the southern sections of the borough; connection notices are being sent to the first 30 customers.

6. Recreation Committee (Barber, Jacoby & May)

  • Paddle Boats: Discussion on the potential introduction of paddle boats to Lake Rowena. The committee will refer the question to the Recreation Board for research and a recommendation regarding safety, liability, maintenance, and fees.

7. Street Committee (Cobaugh & Houser)

  • Stop Signs: The committee may have a report on an issue referred last month.
  • Sidewalk Project: Design is underway. Public meetings have been held, but issues remain regarding East Sample Street (Caroline to Roberts) and West Triumph Street. Staff is waiting for input from all four public meetings before making a final recommendation on sidewalk placement.
  • Natural Gas Project: A major project to replace nearly all main gas lines is planned. Work is expected to begin in September south of High Street, following sewer work.
  • Street Resurfacing:
    • South of High Street: Resurfacing is expected to be completed in 2019.
    • North of High Street: Paving work is postponed until 2020. The total cost for paving north of High Street is estimated at $550,000 (total project cost $900,000). The borough has approximately $750,000 in reserve.

8. Administration Committee (Barber, Jacoby & Kuhar)

  • Note: This section header appears on page 4, but items are listed under General Business below.

9. General Business

  • Fireworks: Discussion on regulating consumer fireworks. Act 43 of 2017 allows municipalities to regulate "display fireworks" but does not grant authority over "consumer fireworks. " The Solicitor will be consulted on whether Dillon’s Rule applies, which could prohibit further regulation.
  • Garbage Contract: The contractor has addressed previous collection issues, though some isolated instances remain.
  • Zoning Amendment (Ordinance #644): Tentative approval is recommended to allow Bed & Breakfasts (B&Bs) in all zoning districts where residential occupancy is already permitted. This follows a recommendation from the Planning Commission.
  • Truck Replacement: Approval is recommended to purchase a Ford F-150 or smaller pickup truck from Tri-Star Motors (off State bid list) to replace a 2009 Ranger pickup that was totaled in an accident.

10. Department Reports

  • Public Works: Director Jeff Evans will provide a verbal report.
  • Community Development: Director Danea Koss will provide a verbal report.
  • Recreation Department: Director Dirk Johnson will provide a verbal report.
  • Codes Enforcement: A monthly report was forwarded to Council.
  • Ebensburg Municipal Authority: Minutes from the last meeting are included in the packet.
  • Ebensburg Planning Commission: Approved a land development application for an expansion of the Ebensburg Animal Hospital at 922 Rowena Drive. The addition will be 2,600 sq. ft. at the rear of the building along Lakeview Road.
  • Ebensburg Zoning Board: No activity reported.
