1. Consent Agenda The following routine items will be acted upon by a single motion unless a council member requests separate discussion.

  • Item 6A & 6B: Approval of Inframark reports for Wastewater and Water Treatment Plant Operations.
  • Item 11A: Approval of minutes from the July 25, 2022 regular monthly meeting.
  • Item 11B: Approval of the financial statement for July.
  • Item 11C: Approval of payment of bills for August.

2. Appointments to Address Council

  • Item 4A: Report on the Police Department.

6. Water, Wastewater & Stormwater Committee (Ball, Kuhar & Miller)

  • Item 6A: Report from Inframark on Wastewater Treatment Plant Operations.
  • Item 6B: Report from Inframark on Water Treatment Plant Operations.
  • Item 6C: High Street Water Line Replacement Project
    • Work began June 20, 2022.
    • Substantial completion is expected by September 29, 2022.
    • Final completion is estimated for November 28, 2022.
    • W. A. Petrakis Contracting is currently testing and flushing the main pipeline.

7. Recreation Committee (Jacoby, Miller & Owatt)

  • Item 7A: Dog Park
    • The Borough applied for a $30,000 Mini-Grant through the Southern Alleghenies Planning & Development Commission.
    • The project is recommended for the grant; final decision and awards are expected by the end of September.
    • Staff requested a meeting with the Rotary to discuss construction administration.

8. Street Committee (Ball, Houser & Owatt)

  • Item 8A: 2022 Street Paving Project
    • Awarded to Grannas Brothers for $269,988. 29.
    • Contractor is expected to start in September after the County Fair.
  • Item 7B: Sidewalk and Curbing Project 2022
    • Bids were opened August 22, 2022. Results will be available by 1:00 p. m.
    • Estimated cost is $50,000; sufficient funds are available in the 2022 budget.
    • Staff recommends approval of the bid to the lowest responsible bidder.

9. Administration Committee (Houser, Jacoby & Kuhar)

  • Item 9A: AFSCME Contract
    • Negotiations with the American Federation of State, County and Municipal Employees have commenced.
    • The current contract expires December 31, 2022.

  • Item 11A: Minutes of Previous Meeting(s).
  • Item 11B: Financial Statement for July 2022.
  • Item 11C: Bills
    • A list of bills totaling $265,632. 89 for August 2022 is submitted for approval.
  • Item 11D: Resolution #2202-10
    • Sheetz Inc. has applied for an inter-municipal transfer of a restaurant Liquor License.
    • A public hearing was held at 5:00 p. m. prior to the meeting.
    • The license is for the Sheetz store located at 818 West High Street.
  • Item 11E: Lake Rowena Dredging
    • Council previously approved work with TranSystems (formerly Kimball) to explore dredging possibilities.
    • PADEP is looking at a project near Ebensburg in the next 2-5 years and may need material for cover.
    • TranSystems has equipment to perform an underwater survey and soil testing.
    • Recommended Action: Approval of an agreement with TranSystems, Inc. for underwater survey and soil testing, not to exceed $10,000.
