- Item 10A: Approve the minutes of the July 26, 2021 regular monthly meeting.
- Item 10B: Approve the financial statement.

- Item 5A: Report from Inframark on Wastewater Treatment Plant Operations.

- Item 7A: 2021 Paving Project
- New Enterprise was awarded the project with a deadline of September 28, 2021.
- Conflict: People’s Gas requested a delay because their project overlaps with the paving area.
- Resolution: The Borough will delete 25% of the awarded paving project without penalty. This area (blocks of N. Spruce, W. Horner, N. West, and Belmont) will be withdrawn from the 2021 project and included in the 2022 paving scope. The gas company is committed to finishing their work by June 2022.
- Item 7C: Center and High Street Traffic Signal
- The new audible signal was installed on July 28, 2021.
- Item 7D: Stormwater
- Recent rain events caused damage to the road on the 100 block of S. Caroline Street, washing out the sub-base.
- Action: The Borough will excavate the street to repair broken stormwater lines, replace the sub-base, and repave the area.
8. Administration Committee (Houser, Jacoby & Kuhar)
- Item 8A: Public Works Hire
- Gerald Poruban was hired as a full-time public works employee at a rate of $17. 08 per hour.
9. Diversity Committee (May, Kuhar & Houser)
10. General Business
- Item 10A: Approve minutes of the previous meeting (July 26, 2021).
- Item 10B: Approve the July 2021 financial statement and quarterly transfers.
- Item 10C: Bills
- Approval requested for a list of bills totaling $292,349. 61.
- Item 10D: PLCB Noise Enforcement Exemptions
- The Borough has opted to enforce noise regulations at local licensed liquor establishments since 2008, exempting them from PLCB enforcement.
- This exemption was last approved in 2016 and is due for renewal. A hearing was held regarding this exemption, and staff will provide an update to Council based on the results.
- Item 10E: Lease Agreement with Goodwill of the Southern Alleghenies
- The Borough and Goodwill entered a three-year lease on October 18, 2021.
- The tenant has requested to move to a month-to-month option. Negotiations are continuing, and a final recommendation will be made at next month’s meeting.
- Item 10F: Planning Commission Vacancy
- A vacancy has existed for several months. Thomas Williams applied and was interviewed.
- Recommendation: Approve the appointment of Thomas Williams to fulfill the unexpired term until December 2023.

- Item 11A: Police Department: Chief Wyland submitted a written report.
- Item 11B: Public Works Department: Director Jeff Evans submitted a written report.
- Item 11C: Community Development: Director Danea Koss submitted a written report.
- Item 11D: Recreation Department: Director Dirk Johnson submitted a written report.
- Item 11E: Codes Enforcement: A monthly codes enforcement report was forwarded to Council.
- Item 11F: Ebensburg Municipal Authority: Minutes from the last meeting are included in the packet.
- Item 11G: Ebensburg Planning Commission: No activity.
- Item 11H: Ebensburg Zoning Board: No activity.
