Agenda Items
1. Consent Agenda The following routine items are recommended for approval by a single motion:
- Item 8B: Make it a matter of record that fund transfers described in the Administration Committee report occurred.
- Item 9A: Approve the minutes from the July 22, 2019 regular monthly meeting.
- Item 9B: Approve the financial statement.
- Item 9C: Approve payment of bills (with a recorded abstention by Councilor May regarding an amount owed to him).
2. Appointments to Address Council
- Item 2A (RACRA): John Glass, President of RACRA, will propose a project involving milling and overlay of the airport runway.
3. Mayor’s Report
- Item 3A: Report on the Police Department.

5. Water, Wastewater & Stormwater Committee (Houser, Kuhar & May)
- Item 5A: Verbal report from Inframark on wastewater plant operations.
- Item 5B: Wastewater Project update: Mains and laterals work is complete; street and yard restoration continues.
- Item 5C: Stormwater Project update: Street repair is the only remaining work on East Ogle, West Lloyd, and South Julian Streets.
- Item 5D: Stormwater Maintenance Project: Two areas disturbed by the sewer project need repair. One on Crawford Street is complete; a second on East High Street (400 feet of new pipe) will begin soon.
- Item 5E: Laurelbrook Road Water Project: Awarded last month, work expected to begin this week.
- Item 5F: Water Plant Upgrades: To comply with new DEP regulations, the SCADA system is being upgraded. A 60-day extension for compliance has been requested. Estimated cost: $30,000 to $50,000.

7. Street Committee (Cobaugh & Houser)
- Item 7A: Street Resurfacing
- Bids were opened on July 31st for work south of High Street.
- Bids Received:
- Quaker Sales: $522,870. 67
- Grannas Brothers: $522,938. 00
- New Enterprise: $582,470. 00
- The actual price is $84/ton. Work is scheduled to begin in early September, pending completion of other repairs south of High Street.
- Recommended Action: Award contract to Quaker Sales for $522,870. 67.
- Item 7B: Triumph Street Sidewalk
- Kishmo completed the project, but PennDOT rejected two new handicap ramps due to flawed designs based on incorrect as-built drawings.
- Kishmo has agreed to return, remove the ramps, and install new ones. $15,000 is being held from payment until this work is finished.
8. Administration Committee (Barber, Jacoby & Kuhar)
- Item 8B: Investments
- A $500,000 CD from Ameriserv matured and was transferred to FNB for the paving project.
- A second CD of $1,500,000 was renewed at Ameriserv for 12 months at a rate of 2. 25%.
9. General Business
- Item 9A: Approve minutes of the July regular meeting.
- Item 9B: Approve the July 2019 financial statement.
- Item 9C: Approve payment of bills totaling $590,758. 79.
10. Department Reports
- Item 10A: Police Department (Chief Wyland)
- Item 10B: Public Works Department (Director Jeff Evans)
- Item 10C: Community Development (Director Danea Koss)
- Item 10D: Recreation Department (Director Dirk Johnson)
- Item 10E: Codes Enforcement report forwarded to Council.
- Item 10F: Minutes from the last Ebensburg Municipal Authority meeting included in the packet.
- Item 10G: Ebensburg Planning Commission
- A quorum was not achieved to review plans for a Dollar General on North Center Street. The meeting is rescheduled for September 5th.
- Item 10H: Ebensburg Zoning Board
- Rizzo (400 North Center Street): Upheld ruling that a store was a non-permitted use.
- Reese (801 West Sample Street): Approved a front setback variance for an addition.
- Manno (123 Lovell Avenue): Approved two parking variances but denied one that would have allowed a 14-foot wide aisle (required width is 20 feet).
11. Media Comments/Questions Representatives of the media are invited to comment and ask questions on any issues.
