Agenda Items

1. Consent Agenda The following routine items will be approved by a single motion unless a council member requests separate discussion:

  • Item 6A & 6B: Approve reports from Inframark regarding Wastewater and Water Treatment Plant Operations.
  • Item 11C: Approve minutes from the July 22, 2024 regular meeting.
  • Item 11D: Approve the financial statement for July.
  • Item 11E: Approve payment of bills for August.

2. Appointments to Address Council

  • Kevin Rosensteel and Donna Ragley will speak regarding trash collection in the borough.

3. Consideration of Any Motion(s) to Amend Agenda

4. Mayor’s Report

  • Item 4A: Report on the Police Department.

5. Council President Comments

6. Water, Wastewater & Stormwater Committee (Ball, Miller & Murphy)

  • Item 6A & 6B: Accept and approve written reports from Inframark on Wastewater and Water Treatment Plant operations.
  • Item 6C (Waterline Replacement Project): No action required. Guyer Brothers has installed approximately 64% of the mainline and 30% of service installations.
  • Item 6D (Stormwater Project): No action required. Construction began August 12, 2024, by A. Liberioni Construction on North Julian Street. The project involves installing approximately 5,515 feet of storm sewer piping and will take seven months to complete.

7. Recreation Committee (Jacoby, Kuhar & Miller)

  • Item 7A (Tennis Center): No action required. Work to control moisture problems was completed on August 14, 2024.

8. Streets Committee (Ball, Houser & Murphy)

9. Administration Committee (Houser, Jacoby & Kuhar)

  • Item 9A: Department heads have begun preparation for the 2025 budget.
  • Item 9B (Employee Pension Plans): The committee will address several actions regarding the Minimum Municipal Obligation (MMO) and employee contribution rates for 2025:
    • Action #1: Adopt MMO calculation for the non-uniformed pension plan ($96,325).
    • Action #2: Adopt MMO calculation for the uniformed pension plan ($40,430).
    • Action #3: Adopt MMO calculation for the defined contribution plan ($10,244).
    • Action #4: Adopt Resolution #2024-07 establishing a 5% employee contribution rate for the non-uniformed defined benefit plan.
    • Action #5: Adopt Resolution #2024-08 establishing a 5% employee contribution rate for the uniformed pension plan.
    • Action #6: Adopt Resolution #2024-09 authorizing the distribution of State aid checks to respective pension plans.

10. Human Relations & Diversity Committee (Kuhar & Houser)

11. General Business

  • Item 11A (Ordinance #670): Grant tentative approval for an ordinance amending the garbage ordinance to prohibit placing garbage/recycle receptacles in public roadways.
  • Item 11B (Ordinance #671): Discuss draft ordinance requiring Knox Boxes on certain new commercial and multi-family structures.
  • Item 11C: Approve minutes of the previous meeting (July 22, 2024).
  • Item 11D: Approve the July 2024 financial statement and second-quarter transfers.
  • Item 11E: Approve payment of bills totaling $726,485. 66 for August 2024.

12. Department Reports

  • Item 12A: Police Department report from Chief Loughran.
  • Item 12B: Public Works Department report from Director Josh Surkovich.
  • Item 12C: Community Development report from Director Danea Koss.
  • Item 12D: Recreation Department report from Director Rebecca Williamson.
  • Item 12E: Codes Enforcement monthly report.
  • Item 12F: Minutes from the last Ebensburg Municipal Authority meeting.
  • Item 12G (Ebensburg Planning Commission): Approve the Final Land Development Plan for 1st Summit Bank, which involves razing a structure at 516 W. High and constructing additional parking.
  • Item 12H: Ebensburg Zoning Hearing Board – No Activity.
  • Item 12I (PA Municipal League Voting Delegate): Appoint Council President Doug Tusing as Ebensburg’s Voting Delegate for 2024.

  • Representatives of the media are invited to comment and ask questions on any issues.

  • Members of the public are invited to comment on any issues, whether or not they appear on the agenda.

  • Discuss personnel issue and litigation.
