Call to Order & Pledge of Allegiance

  • Public Comments: The public is invited to comment on any agenda item.

Junior Councilor Appointment

  • Isaac Bradley, a junior at Central Cambria High School and recent Borough employee, is nominated for the position.
  • The role requires a resident completing their junior year of high school.
  • The Junior Councilor may attend all meetings and participate in proceedings but does not have voting rights.
  • Mayor Datsko will administer the oath of office.

Consent Agenda The following items are considered routine and will be approved by a single motion unless a council member requests separate discussion:

  • Item 6A: Approve report of Inframark for Wastewater Treatment Plant Operations.
  • Item 6B: Approve report of Inframark for Water Treatment Plant Operations.
  • Item 11C: Approve minutes of the August 28, 2023 regular monthly meeting.
  • Item 11D: Approve the financial statement for August.
  • Item 11E: Approve payment of bills for September.

Committee Reports

  • Water, Wastewater & Stormwater Committee (Ball, Kuhar & Miller):
    • Review and approval of Inframark reports for wastewater and water treatment plant operations.
  • Recreation Committee (Jacoby, Miller & Owatt)
  • Street Committee (Ball, Houser & Owatt):
    • Item 8A: 2023 Street Paving Project. Bids were awarded to New Enterprise Corporation for $175,572. 30 on May 22, 2023. Work commenced August 24 and was completed August 30.
  • Administration Committee (Houser, Jacoby & Kuhar):
    • Item 9A: Full-time Police Position. Two finalists have been interviewed; a hiring recommendation is expected at this meeting.
    • Item 9B: 2024 Budget. A preliminary budget will be presented in October with a focus on cost savings to avoid tax increases.
    • Item 9C: Employee Pension Plans. Council is asked to adopt Resolution #2023-09, increasing the uniformed employee contribution rate from 3% to 5% for 2024.
  • Diversity Committee (Kuhar & Houser)

General Business

  • Item 11A: Ebensburg Municipal Airport. A second opinion from a structural engineer suggests the existing hangar can be repaired. A report and cost estimate for repairs are expected within a month.
  • Item 11B: Garbage/Recycling Contract. The current contract expires at the end of 2023. Bids were opened on September 19.
    • Recommendation: Award a 5-year contract to Pro Disposal starting January 1, 2024.
    • Cost Analysis: The current customer charge is $18. 50/mo. With the proposed contract, fees would rise to $28. 14/mo (including spring clean-up) or $27. 62/mo (without).
  • Item 11C: Approval of minutes from the August 28, 2023 meeting.
  • Item 11D: Approval of the August 2023 financial statement.
  • Item 11E: Approval of bills totaling $847,455. 89 for September 2023.
