Key Agenda Items & Decisions
1. Consent Agenda The following routine items are grouped for a single vote unless a council member requests separate discussion:
- Approval of minutes from the August 27, 2018 meeting.
- Approval of the Financial Statement.
- Approval of bill payments.
- Final approval for a lot merger at 508 North Spruce Street.
2. Appointments to Address Council
- Central Commons (North Center Street): Joe Sinclair will discuss rezoning the former middle school football field from Single-Household Residential to Mixed Use-Village Commercial.
- East Sample Street: Residents will discuss a future sidewalk project.
3. Mayor’s Report
- Report on Police Department activities.

5. Water, Wastewater & Stormwater Committee (Houser, Kuhar & May)
- Wastewater Plant Operations: Supervisor Mark Wirfel will provide a verbal report on monthly projects.
- Wastewater Project: The project is 15% complete with 25% of the contract time elapsed. Street and yard restoration is expected to begin the week of September 24th.
6. Recreation Committee (Barber, Jacoby & May)
- YPCC Leases: Two leases are up for approval:
- An amended lease with Child Development Corporation for reduced space at $9. 08/sq. ft.
- A new lease with Goodwill (PA CareerLink) for rear office space at $10. 50/sq. ft.
- Both are 3-year leases expiring in August/September 2021.
- Swimming Pool Loan: The borough is recommended to pay off the remaining loan balance of approximately $155,000 early. The borough has been paying $96,000 annually (vs. the required $84,000) to retire the debt three years ahead of schedule.

- AFSCME Labor Agreement: Negotiations are ongoing with a mediator scheduled for October 3rd.
- Employee Pension Plans: Council must approve the Minimum Municipal Obligation (MMO) for 2019:
- Non-Uniformed Plan: MMO of $130,508.
- Uniformed Plan: MMO of $42,356.
- Employee contribution rates for both plans are established at 3% (unchanged).
- 2019 Budget: Preliminary numbers are being prepared; a tentative budget is due for review in October.
- 2018 Audit: Resolution #2018-09 appoints Wessel & Company as the auditor.
- Energy Contract: The borough is recommended to award a 48-month contract with WGL Energy at 5. 657/kWh, expiring December 2022. This is expected to save approximately $15,000 annually (a 14% decrease).
- Municipal Authority Appointment: Kristina Strosnider has resigned from the Ebensburg Municipal Authority. The 5-year term expires at the end of 2018.
9. General Business
- Approval of minutes and financial statements for the previous meeting.
- Approval of bills totaling $358,007. 80.
10. Department Reports
- Police, Public Works, Community Development, Recreation, and Codes Enforcement: Verbal reports from respective directors.
- Community Development: Resolution #2018-10 authorizes an application to DCED for façade funding.
- Planning Commission: Final approval is recommended for the lot merger at 508 North Spruce Street.
